이 논문은 최근 복지국가의 전환을 둘러싼 논쟁을 평가하고 한국의 발전주의복지국가의 쇠퇴를 이해하기 위한 이론적 분석틀을 검토한다. 이 논문의 주요 주장은 다음과 같다. 첫째, 전통적인 발전주의 복지국가 이론과 달리 정치적 민주화와 경제의 세계화가 진행되면서 한국의 발전주의 복지국가는 심각하게 약화되었다. 발전주의 복지국가의 성격은 역사적 경로의존성의 규정을 받기보다 변화하는국제정치경제의 조건과 사회구조에 대응하는 다양한 사회집단들의 상호관계에의해 크게 영향을 받았다. 복지국가의 전환 과정을 이해하기 위해서는 자율적국가의 역할에 대한 관심에서 국가와 사회의 관계에 대한 강조로 이동해야 한다. 둘째, 복지국가의 역동적 변화를 구조 또는 행위자의 차원에서 작동하는 하나의요인을 설명하는 이론적 접근법은 많은 한계를 가지고 있다. 복지체제의 전환은역사적 경로의존성과 사회정치세력 사이의 역동적인 상호관계에 따라 상이한 경로를 거치면서 이루어진다. 구조적 제약과 행위자의 권력 자원의 동학은 서로 긴밀하게 연결되어 있다. 셋째, 복지체제의 역동적 변화를 파악하기 위해서는 정당의사회적 토대, 선거제도의 효과, 의회의 입법 과정, 이익집단의 정치적 영향력, 노사관계와 사회적 대화의 차원 등 다양한 사회정치적 행위자의 차원에 대한 체계적이해가 필요하다. 결국 사회가 어떻게 복지국가에 반영되는가라는 질문에 대한 답은 바로 사회적 관계의 상호작용에 존재한다고 볼 수 있다. 이러한 연구전략은 ‘탈발전주의 복지국가’를 추진하는 사회정치세력의 전략적 선택이 어떻게 구조적,제도적 조건과 결합하는지 효과적으로 설명할 수 있을 것이다.
Abstract
This article aims to evaluate the theoretical debates of welfare statedevelopment and pursue a new theoretical framework to interpret thetransformation of the developmental welfare state. The dynamic change of thewelfare state is not carried out by a single logic such as structure or agency. Itwas influenced by historical path dependence and the dynamic interrelations ofsocial and political forces in different routes. The structural constraints andpolitical power resources are closely interconnected. In fact it might well beargued that the decline of the developmental welfare state in Korea was stronglyinfluenced by the power relations of structural conditions and social and politicalforces. In order to understand the transformation of the welfare state, we needto understand the interconnected relations between the state and society, ratherthan the state versus society. The analysis of the welfare state transformationrequires a systematic exploration on the social foundation of political parties,institutional constraints of election system, legislative process, political impact ofinterest groups, industrial relations and social dialogue. The answer to howsociety is reflected in the welfare state lies on the analysis of interrelations ofsocial relations. This research strategy would contribute to the effectiveexplanation of how the strategic choice of social and political forces for thefuture of the welfare state are combined with structural constraints.
