Abstract

This study explores the policy implications of nudge as a policy tool. To this end, the concept and types of policy tools were reviewed, and then, as a behavioral policy tool, nudge were examined. I also looked at nodality, which is complementary policy tool of nudge. The policy implications of nudge are presented as a policy tool. Policy tools are 'the means and devices that can be used by the government for policy enforcement'. While there are many types of policy tools, Hood shows nodality, authority, treasure, organization. Thaler and Sunstein(2007) conceptualize nudge as a kind of choice architecture that changes people's behavior in a predictable way without forcing people to make choices or changing their economic incentives. Nudge should not change economic incentives, but should be easy and inexpensive. In other words, Nudge does not restrict choices through commands or incentives, and avoids too hard. Nudge can contribute to the study of policy instruments such as Hood(1986), Schneider and Ingram(1990), and Howlett(2009). In addition, nudging policy-making studies can create new opportunities to change citizens' behaviors and, as a result, increase effective decision making.
