Abstract
For the last decades, governments have experienced a great explosion of policy tools at their disposal when they address policy problems. Innovative techniques and methods of government action are emerging. While governments have always used policy tools, what has changed recently is that there is an growing understanding that policy instruments can affect independently the success or failure of public policies. This paper assesses the state of the field, policy tool research, identifying five major characteristics of it and discussing limitations. These characteristics of policy tool research include the "ons-size-fits-all" approach, individual tool analysis, the model of technocratic and rational choice, a hierarchical approach, and a design-oriented perspective. While documenting progress, this paper points out that a number of feasible research contributions are still to be executed. It argues that the research field is currently in need of developing a contingency approach, the analysis of instrument mix, the model of non-rational choice, a governance approach, and a perspective of tool management. Most importantly, this paper argues that the main purpose of policy tool research should be not just to establish technical and analytical "instrumental doctrines" but to build causal knowledge on the choice of policy tools and its consequences for making better decisions in addressing public problems and achieving public goals.
