본 논문의 목적은 정책도구연구의 학문적 좌표를 정리함으로써 향후 정책도구연구의 의미를 재검토하고 연구방향을 제시하는 것이다. 본 논문은 정책도구연구를 새로운 분야로 인식하기보다는 기존 정책연구 특히 규제연구의 연장선에서 정책도구에 대한 종합적인 이해를 도모하고자하는 일련의 시각으로 인식한다. 특히, 기존의 정책연구 특히 규제연구의 틀 안에서 수행되어 오던 개별 정책도구에 대한 연구를 정책도구의 특징과 상호관계성 (보완성, 대체성), 정책도구의 선택과 맥락성 그리고 정책도구의 조합 등을 중심으로 정책도구에 대한 종합적 이해를 제고하고자 하는 점을 강조한다. 또한 정책도구연구는 그 동안 서로 분화되어 발전해오던 전통적 행정학 연구와 정책학 연구를 연결해주는 통로인 동시에 이론적 연구와 실무적 연구를 잇는 가교적 분야이다. 향후 정책도구연구는 신제도주의, 딜레마 이론, 시차이론, 주인-대리인 이론 등과 이론적 연계성을 맺으며 이론적 심화와 함께 실무적 함의성을 동시에 제고해나가야 한다.
Abstract
Recently many studies of public administration and policy began to pay more theoretical and analytical attention to policy tool studies. Beyond studies on individual policy tools, they examine various issues of complementarity, substitutability, hibridization, and contextuality around policy tool mixes. This study aims to review the importance of policy tool studies, and emphasizes the locus of these studies that interwine public administration research and policy analysis. This study also reviews various typologies of policy tools as well as theoretical connections of policy tool studies with existing theories including neo-institutionalism, dilemma theory, time lag theory, principal-agent theory, etc.
