The President Wilson will recreate the international order with a new and different basis. Most important of all, he will make an international Organization, a League of Nations, that should give world after a great catastrophe finally the permanent peace. At the Paris Peace Conference signed not only for the German treaty, but for the new nations, that struggled to be born. Many petitions and the petitioners gathered from all quarters of the world. They all hoped the realization of Wilson’s peace principle, that he as the principle of national ‘self-determination’ declared. But he didn’t habe a concrete plan for its realization, and unavoidably the Peace Conference suffered from confusion, not only its organization, but its purpose. At the Paris Peace Conference received Korea little attention and the Koreans were barely considered as others disposed for the future. When there is a ‘Far Eastern problem’, then it means ‘Shantung Problem’ and there exist no ‘Korean Problem’ in East Asia. Although the Wilson’s doctrine itself was not the starting-point of the Korean’s movement for the independence, but the Korean nationalist in and overseas hardly expected Wilson’s influence for the independence of Korea. They were relatively good informed about international relations and situation after the World war I. After the failure of petition at the Paris peace conference and the disappointment from America began to anticipate the Korean nationalist the support from the side of Bolshevist for the independence movement.
