Abstract
This essay explores Woodrow Wilson’s thoughts by reexamining the key concepts of ‘self-determination’ and ‘nation’ from the perspective of conceptual history. His plan for the post-war international order focused on ‘equality of nations’ and ‘the government based on the consent of the governed.’ ‘self-determination’ meant people’s right for determining the sovereignty form on the level of the inner sovereignty, not any right for seccession of the colonial peoples or minorities on the level of the outer sovereignty. ‘People’ refers to the political people(人民) in the tradition of the American Revolution(“government of the people, by the people, for the people”) while ‘nation’ is confined to the state-nation(國民). However, there still remains the interpretative aporia that if people’s right for self-determination is applied in general, it might justify colonial peoples’ demand for the outer sovereignty by resisting against the colonial government. Wilson’s academic writings show us that he didn’t agree with any idea of colonial peoples’ right for self-determination because he, following Hegel and J.C. Bluntcshli, regarded self-determination or self-government as the property which can be obtained only through long training of civilization. In this respect, the ‘recognition’ of the outer sovereignty by the international order was presupposed as the ultimate instance which ‘determines’ the people’s right of ‘self-determination.’ Despite the limitations of Wilson’s West-centrism, however, his thoughts include a ‘universal ideal’ in that he suggested any national claims should be publicly discussed and fairly judged in ‘the court of humankind’ regardless of power difference of each participant. Moreover, he opened the way to the reverse of the instances of ‘determination’ by highlighting that the principle of ‘the integrity of territories’, just preventing a strong country’s invasion of a weak country, would never prevent the revolution of the people in any country. The possibility was realized when the colonized peoples declared their own right for self-determination in the revolutionary uprisings against the colonial governments and finally forced the international society to ‘recognize’ their self-determination right. The court of history, however teaches a lesson that any universal ideal was declared and renewed over and over again by the law-founding violence of the oppressed who resisted against the oppressive regime, not by any enlightenment and dispensation by the oppressor.
