민주주의 체제는 운영방식에 따라 크게 직접민주주의와 대의민주주의로 구분된다. 국가 운영의 효율성과 책임성 등과 관련하여 대부분의 민주주의 국가에서 대의민주주의 방식을 채택하고 있다. 이와 같은 대의민주주의 체제에서 시민들의 정책결정과정에의 참여는 선거와 투표 등과 같은 간접적인 형태를 통해서 이루어진다. 따라서 대의민주주의 체제에서 정치대표성은 가장 중요한 개념이라고 할 수 있다. 정치대표성은 다양한 시각에서 논의되고 단일한 개념으로 정의하는데 무리가 있기에, 정치대표성의 지향에 따른 본질적인 측면에 집중하여 논의할 필요가 있다. 대의민주주의 체제에서 정치대표성의 지향점은 국민주권을 보다 효과적이고 실질적으로 구현하는 것이다. 이에 전 세계적으로 서로 다른 정체성을 가진 사회 집단의 정치대표성을 확대하고 심화시키는데 많은 법‧제도적 장치를 마련하고 있다. 특히 대의민주주의를 실현하는 물리적 공간인 의회에서, 소수자들에 대한 평등한 기회의 제공을 통하여 다양한 사회적 이익을 대표할 수 있도록 참여를 보장하는데 주력하고 있다. 이와 더불어 정치대표성은 성격과 특징에 따라 크게 네 가지 유형으로 구분된다. 집단의 특징을 공유하여 이익을 증진시키는 인구통계학적 유형, 고등교육을 받은 엘리트로서 전문 정치인의 초점을 둔 수탁인 유형, 변호사와 의뢰인 관계와 비슷한 대리인 유형, 유권자와 대표자의 집합적 차원의 정당대표성 유형으로 볼 수 있다. 이러한 내용을 토대로 대의민주주의 체제에서 정치대표성의 본질을 가장 잘 구현할 수 있는 정치대표성의 유형에 대한 고민과 함께 그에 따른 함의를 논의한다.
Abstract
In every country that adopts democracy today, it is practically impossible for all citizens to participate directly in policy- making, which indirectly participates in policy-making through political representation. Political Representation is the most important in democracy. The research model of political representation is a demographic model that shares the characteristics of a group and promotes profits, trustee model focused on professional politicians as a highly educated elite, delegate model similar to lawyer and client relationship, party representation model of collective dimensions of voters and representatives. In the representative democracy, political representation is aimed at implementing national sovereignty more effectively and practically. Accordingly, many legal and institutional devices are being established to expand and deepen the political representation of social groups with different identities around the world. Parliament, the physical space for realizing representative democracy, should ensure participation in representing diverse social interests by providing equal opportunities for minorities. Thus, the stability and effectiveness of political representatives can be improved depending on how close the democratic system of citizens is to change their perceptions through real representation in parliament.
