Abstract

To design electoral reform plans, this article raised a question, who should represent whom in a representative democracy? This article presented the two concepts related to the question: interparty representativeness and intraparty representativeness. The representative system on an interparty dimension is defined as a system that efficiently adjusts the balance between majority and minority interests based on the size of a majority. The representative system on an intraparty dimension is defined as a system in which legislators compete with each other on policy issues to reflect the interest of the functional groups they represent. A veto player analysis of this article yielded a result that presidentialism with the List PR system and majoritarian legislative rules maximizes interparty representativeness. This system represents majority interests when a dominant majority is formed. Otherwise, it produces legislative outcomes that move towards the minority but still represent relatively more of majority interests. This article also argued that a bottom-up approach for intraparty candidate selection and determination of order on ballots could improve intraparty representativeness.
