정당정치와 대의민주주의에 대한 소고(小考)

이 글은 정치적 대표의 실패로 인한 대의민주주의의 한계와 정당위기론, 민주주의의 다양한 모델과 정당 기능 복원을 통한 대의민주주의 활성화의 과제 등을 논의하였다. 새로운 민주주의 모델에 대한 관심과 논의도 중요하지만 현실적으로 지속가능한 대안인 대의민주주의의 장점을 살리고 단점을 보완하기 위한 노력이 더욱 중요하다. 특히 대의제의 대표성을 제고하고 정치신뢰를 회복하기 위해서는 정당의 유권자 연계 노력이 매우 시급하다. 즉, 정당이 사회의 다양한 이해관계를 수렴하고 표출하는 본연의 기능을 회복해야만 우리 정치제도의 반응성 및 대표성이 제고될 수 있다. 이와 같이 한국 정당이 본연의 기능을 회복하기 위한 미래 과제는 4가지로 요약될 수 있다. 첫째, 정보통신기술의 발전으로 변화된 정치 환경에서 소통 방식의 변화가 필요한데 공급자 중심이 아닌 수요자 중심으로 변해야 한다. 둘째, 대의제의 핵심 목표인 대표 기능의 제고에만 주목할 것이 아니라 직접민주주의의 핵심 요소인 참여의 보완에도 관심을 두어야 한다. 셋째, 정당의 기능 회복을 위한 전제 조건으로 유권자 신뢰의 회복이 필요하다. 넷째, 변화하는 정치 환경에 적합한 정당 조직의 체계적이고 미시적인 디자인이 필요하다.
Abstract
This paper reviews the crisis of party politics and representative democracy and provides the alternatives to overcome these problems in the comparative context. The key future solution to resolve the crisis of representative democracy is to rehabilitate the role of political parties, strengthening a linkage with voters. There are a few tasks to overcome the failure of political representation. First of all, political parties should adapt to new political environment emerged from new media era. Second, we need to pay attention to restore political participation rather than representation. Third, recovering voter trust is one of the basic and essential elements of political parties. Finally, political parties should design very detailed structure of its governing process in order to adapt efficiently to the changing political environment.
