원자력 안전규제정책의 변동에 관한 연구 - 단절적 평행이론의 적용을 중심으로 -

본 논문은 정책변동이론의 하나인 단절적 평행이론으로 우리나라의 원자력안전규제 정책변동과정을 살펴보았다. 원자력안전규제정책을 1990년대 이전, 1990년대부터 후쿠시마 원전사고 발생까지, 후쿠시마원전사고 이후 등 시기별로 구분하여 살펴보았다. 1990년대 이전에는 원자력산업 진흥에 관련된 사업자와 기술관료 등이 견고한 정책공동체를 구축하여 정책을 독점하였다. 원자력정책에 안전규제는 없었다. 1990년대부터 후쿠시마 원전사고 발생까지 기간 동안 제한적 범위에서 민간부문이 원자력정책에 참여하였고, 국제적인 압력 등이 있었으나 원자력정책공동체가 이를 부적 환류를 통해 산업진흥에 필요한 형식적인 안전규제제도를 만들었다. 후쿠시마원전사고는 원자력정책에 정적(positive)으로 환류되어 정책이슈가 정책공동체를 벗어나 거시정치체계로 이동하였다. 그 결과 독립적으로 안전규제기능을 수행할 원자력안전위원회가 만들어졌고, 관련법령이 정비되었다. 원자력안전규제정책의 사례를 통해 정책체계에서 외부로부터의 요구나 정보가 부적으로 환류가 되면 정책독점이 유지되고 하위정책체계인 정책공동체 내부에서만 조정이 이루어지는 반면에, 정적인 환류가 이루어지면 정책독점이 붕괴되어 정책이슈가 거시정치체계라고 할 수 있는 이슈네트워크로 이동되어 정책의 변동이 발생한다는 단절적 평형이론의 내용을 확인할 수 있었다.
Abstract
The purpose of this study is to review the Korean nuclear safe regulation policy in terms of the punctuated equilibrium theory. Preferentially, this study separated out the temporal scope of this study as fellows : prior to 1990s, from 1990s to Fukushima accident, after Fukushima accident. The result of this study may be presented as follows. In prior to 1990s, peoples who is relevant nuclear industry, skilled technical bureaucrat and the entrepreneur of nuclear industry, was constructed the policy community and they had a policy monopoly. In that times, Nuclear safe regulation had not been considered at all. From 1990s to Fukushima accident, private sector who was resided nearby nuclear facilities and worked for NGO was involved in policy process of nuclear industry on the restricted scope and there was international pressure about nuclear safe. The policy community of nuclear industry was built the superficial institutions for nuclear safe regulation through negative feedback system in response to the demand of change. Lastly, The accident of nuclear power plant explosion in Fukushima, Japan, was provided an opportunity of movement from policy community to issue network in the field of nuclear industry and safe regulation through positive system. Therefor, Korean government was created Nuclear Safety Commission to establish the international standard of nuclear safety systems in 2011.
