사회적 환경 변화 및 갈등에 대응하기 위한 원자력 거버넌스 개편 방안 연구: 대국민 소통 및 참여기구를 중심으로

2011년 3월 발생한 후쿠시마 원전사고 이후 우리나라를 포함한 세계 각국은 원자력 발전의 경제성뿐만 아니라 안전성의 제고에도 주목하며 진흥과 안전규제 중 어느 일방에 치우치지 않은 균형잡힌 원자력 거버넌스 체제를 구축하기 위한 노력을 기울여오고 있다. 하지만, 우리나라의 경우 후쿠시마 원전사고 이후에 발생한 여러 불미스러운 사건들로 인해 원자력의 안전성뿐만 아니라 신뢰성의 측면에서도 국민들의 의구심이 크게 유발되었으며, 원자력에 대한 수용성 또한 크게 저하된 바 있다. 이를 다시 회복하기 위해서는 정부 단독의 일방적인 의사결정 및 역할수행에서 벗어나 모든 이해관계자들의 참여와 소통에 기반을 둔 실질적인 원자력 참여 거버넌스 체제의 구축과 개선이 절실한 상황이다. 이에 본 연구는 원자력 발전을 둘러싸고 발생하는 국민과 정부 간의 갈등을 저감하고 원자력 수용성의 향상을 위해 대국민 소통 및 참여기구 개편을 골자로 하는 정책 방안을 제시하였다. 본 방안을 제안하기 위해 거버넌스에 관한 이론적 내용뿐만 아니라 원자력 분야의 참여 및 소통과 관련한 국내의 쟁점과 한계를 살펴보고, 프랑스 및 일본의 사례를 분석하여 시사점을 도출하였다. 본 연구 주제에 대한 중요성을 충분히 고려한다면, 추후에도 원자력 분야 나아가 사회의 모든 분야에서 어떻게 소통하고 참여할 것인가의 문제는 지속적으로 논의되어야 할 필요성이 다분할 것이라 판단된다.
Abstract
Since the Fukushima nuclear accident in March 2011, countries around the world, including Korea, have been paying attention not only to the economic efficiency of nuclear power generation but also to the safety of nuclear power generation, and have made efforts to establish a balanced nuclear governance system between promotion and safety regulations of nuclear power generation. However, in Korea, the various incidents that occurred after the Fukushima nuclear accident caused public suspicions in terms of safety as well as reliability of nuclear power, and the acceptance of nuclear power has been greatly reduced. In order to recover this, it is necessary to build and improve a practical nuclear governance system based on participation and communication of all stakeholders, apart from unilateral decision- making and role-playing by the government alone. Therefore, this study proposed a policy plan that focuses on the reform on communication and participation committee of the People in order to reduce the conflict between people and the government about the nuclear power generation and to improve the acceptance of the nuclear power. In order to propose this proposal, domestic issues and limitations related to participation and communication in the field of nuclear energy as well as the theoretical contents about governance were examined, and the implications were derived by analyzing cases of France and Japan. Considering the importance of this research topic, it will be necessary to discuss the issue of how to communicate and participate in all fields of nuclear energy and society in the future.
