공론화 정책영역에서 정책집행 요인이 정책수용성에 미치는 영향 연구

본 연구는 사회적으로 국민들의 합의가 필요한 공론화 정책영역에서 일반국민과 이해당사자들이 갈등을 경험하는 경우 해당정책에 대한 수용성을 높이기 위하여 어떠한 요인들이 정책수용성에 영향을 미치는지를 정책집행 영향요인을 중심으로 분석하였다. 특히 본 연구는 전력관련 설비 설치 정책(원전, 방폐장, 송전탑 등)과 군사시설의 수용/설치 정책(사드배치, 해군기지 등)에서 일반국민과 갈등경험지역 주민들을 대상으로 정책집행 요인(정책 특성과 정책 행위자 요인)을 중심으로 정책수용성을 결정하는 요인들을 분석한 것이다. 분석결과, 정책의 필요성이 명확한 경우, 정책수행절차에서 실질적인 공론화가 실시되는 경우, 정책대상자가 정보 파악 능력, 경제적 능력 등을 갖춘 경우 정책수용성에 정(+)의 영향을 미치는 것으로 나타났다. 또한, 전력관련 설비 설치 정책의 경우 정책집행자의 주민참여 보장 노력이 클수록, 군사시설 수용/설치 정책의 경우 주민설명회 등 참여제도를 실시하거나 정책집행자가 법규, 지침 등을 준수하고자 노력할수록 정책수용성이 긍정적인 변화경향을 보였다. 이러한 분석결과에 대한 정책적 함의로서, 정부는 일반국민들과 해당정책의 이해관계자들에게 정책의 필요성을 홍보하고, 실질적으로 공론화가 실시될 수 있도록 공론화위원회를 구성하며, 주민 설명회 등 다양한 이해관계자들이 참여하는 제도를 마련하는 것이 필요하다. 또한, 정책집행자는 정책대상자에게 다양한 정보를 제공할 수 있도록 정보제공 채널을 확대하고, 법규 등 관련 지침을 준수하기 위해 노력하는 것이 중요함을 제시하였다.
Abstract
The purpose of this study is to analyze the effects of policy implementation factors on policy acceptance in the deliberative public policy area. The results are as follows. In the case that the need for policy is clear, it affects the policy acceptance positively. And if the policy-making procedure is practically conducted, or if the policy target has information ability and economic ability, it affects the policy acceptance positively. As a result of the analysis, the government needs to publicize the necessity of policy to the general public and relevant stakeholders of the policy. And it is necessary for government to form “public deliberation committee” so that the public deliberation can be practically carried out. It is also important for the government to establish a system in which various stakeholders participate such as residents' briefing sessions.
