Abstract
The aim of this study is to refute a critic on the Mill's negative and positive liberty. A critic Lee argues that Mill was so confused between negative and positive one that he could not explain them concretely. Against his viewpoint I argue that Mill did not mix negative and positive up at all. Rather than that, Mill suggested that positive liberty should be a complement to negative one, even though in the liberal tradition the latter had been considered as the only insufficient principle to build a communal life. Mill adopts what may be termed a "negative" view of liberty, one that views freedom simply as absence of restraints. Men do not seek liberty simply to be left alone, rather they do to do the right things. Doing what is right- the real purpose of human life- is "positive" liberty. Only with the help of this liberty, negative liberty is able to be an insufficient principle in a society. Neither natural rights nor utility but a self-realization theory is the ground for positive liberty. And the self-realization theory presupposes objective or normative goods, though Mill didn't state it explicitly in On Liberty. However, I can find it out easily Utilitarianism when he said the quality of pleasures. I think that the most important what Mill emphases is through freedom a self-realization or self-development as the real goal of human life. And the real liberty which operates on individuals for the real goal according to Mill should be both negative and positive.
