Abstract
The Object of this study is to identify and criticize the problems of the Berlin's two concepts of liberty. Since the publication of "The Two Concepts of Liberty", Mill's thought has been subjected to a kind of pendulum syndrome. It is either glorified or vilified for having made individual liberty prior to social obligation, or for having propounded a teleological liberalism that advocated state intervention for the sake of individual flourishing. While Mill did provide a definition of freedom from interference, he did not individual liberty antisocial, nor did he think that it could be secured without some 'duties' to the public, nor, consequentially, did he claim that the form of government was irrelevant to its enjoyment and preservation. The harm principle itself and political duties imply that Mill argued for liberty based on reciprocity and symmetry of individual responsibility. Political Liberty(Democratic Liberty), which is beyond the 'negative' and 'positive' dichotomy, is the vindication of the right people to partake in and make judgement about decisions that are mutually binding and practices that embody roles and obligations. Since Mill's concept of liberty reformulated in terms of reciprocity, his theory of negative liberty must be located within his theory of political liberty.
