노무현 정부의 방위산업 정책 : 전문화·계열화제도를 중심으로

이 글은 방위산업과 전문화계열화제도와의 관계를 세 가지 영역으로나누어 분석, 평가하였다. 첫째, 전문화계열화제도의 개념과 도입 배경,시대적 변천과정을 정권변화와 함께 통시적으로 분석, 기술하였다. 이러한 분석을 통해 거의 사반세기 동안 지속되어온 전문화계열화제도의 특성과 문제점을 한국의 방위산업과의 관계에서 검토하였다. 지난 몇 차례의 개정을 통한 동 제도의 정비에도 불구하고 방위산업의 기반강화와 선진기술력 확보가 이루어지지 않은 요인은 동제도의 시행과정에서 드러난제도적 한계성, 방위산업체의 이윤추구와 안일한 방산운영의 타성에 기인함을 알 수 있다. 둘째, 전문계열화제도가 한국 방위산업 발전에 끼친 공과(功過)에 대한 분석을 통해 동제도의 순기능보다는 폐해가 크게 나타나고 있음을 밝혀냈으며 동 제도의 폐기의 당위성을 제시하는 동시에 또한 이를 대체할새로운 방안의 필요성과 그 논리적 타당성을 적시하였다. 전문계열화가방위산업에 기여한바 없진 않지만 동제도의 도입취지와 목적이 상실된 일차적 원인은 동 제도가 본질적으로 지니고 있는 한계에 있다. 셋째, 노무현 정부의 국정운영 기조인 시장경제 원칙에서 노무현정부가2007년 이후 전문화계열화제도를 폐지하겠다고 예고한 논리적 근거를제시하였다. 노무현정부의 방산정책에 관한 기본입장은 현행제도가 원칙적으로 자본주의 시장경제 원칙에 위배되는 제도적 문제점을 안고 있다는비판적 시각이다. 따라서 방위산업 분야 역시 시장경제원칙 즉 경쟁을 통한 기술개발 및 원가절감으로 사업을 수주해야 하는 경쟁원칙의 대체입법이 방위산업에도 적용되어야 한다는 입장으로 앞으로 노무현정부가 제시할 대체입법 또한 이 같은 시장경쟁원칙에서 마련될 것으로 보인다.따라서 이글에서는 단순히 전문계열화제도를 매개로 한 역대 정부와 방위산업체와의 상호관계만을 살펴보고자했던 것이 아니라 노무현 정부의현행 전문계열화제도에 대한 기본인식과 노선, 그리고 정책방향을 설정하는데 필요한 다양한 요소를 분석, 검토함으로써 향후 방위산업의 선진화노무현 정부의 방위산업 정책 261에 기여할 수 있는 제도적 패러다임을 필요성을 제시하고자 했다.
Abstract
This study analyzes the relationships between the current defense industriesand the he Specialization and Systematization Legislationsand alsoexamines the costs and effects of the Specialization and SystematizationLegislations from the introducing period of 0s to the current times. Thisstudy also provides the general conclusion that the current legislation shouldbe nullified on account of its unsuitable role and impediment for the progressof national defense industry over all. The Roh Moo-Hyun Administration hasalready proclaimed the abrogation of the current Specialization-Systematization Legislations and promised to present new alternative legislations or laws in order to substitute for old one. Therefore, this paper suggests and examines all kinds of alternative scenarios which might be considered by the Roh’s government. The key to improve the ability of national defense industries is to operate the defense policy based upon the rule of competition among the competitioners who engaging the defense industries.
