초록

본 연구는 2007년 유럽연합의 확장이 유럽연합의 공동외교안보정책에미치는 여파를 고찰하는 것을 그 목적으로 하였다. 이를 위해 본 연구는 과거 일련의 확장과 그 확장을 통해 유럽연합의 품으로 들어온 신생 회원국들이 가입 과정에서 표명한 입장과 이후 유럽연합이 추구하는 공동의 외교및 안보정책에서 보여준 태도에 대한 연구를 하였다. 이런 고찰을 통해 본연구는 과연 확장과 심화라는 겉보기에는 서로 상반된 축의로 보이는 유럽연합의 발전들이 가치 중심적 논의를 중심으로 재구성할 경우 반드시 상반된 관계라고만 결론지울 수 없다고 주장하였다. 이런 가정을 이론적으로뒷받침하기 위해 본 연구는 확장과 공동외교안보정책에 분석에 통념적 우위성을 가진 정부간주의의 주장과 이에 대한 보완적 성격을 지닌 구성주의적 주장을 바탕으로 접근하였다.

Abstract

This study aims to examine the implications of the 2007 enlargements for the common foreign and security policy of the EU. To this aim, both the attitudes of new member states towards the overall developments of the CFSP and the rationales behind the accession of these states in each of the previous enlargements will be subject to analysis. It is through this heuristic approach that both enlargement and the integration through the CFSP, seemingly uncompatible developments, may actually go hand in hand, depending on the perspectives chosen for analysis. In order for the contention of this study not to be groundless, social constructivist view stressing the role and importance of ideational factors in making sense of enlargements and integration processes will be added to the conventional view built on liberal intergovernmentalism, which sees the least common denominator of member states’national interests as dominant factors determining both the fortunes of enlargements and the CFSP.
