북핵문제의 해결과 향후 EU-북한관계 전망

본 논문은 확대된 유럽연합의 대북정책과 향후 EU-대북관계를 전망하는데 목적을 두고 있다. 2002년 제2차 북핵위기 발발 이후 유럽연합의 대북정책은 강경하게 변화하였다고 보고, EU의 입장변화의 배경을 EU의 공동의 외교안보정책의 변화와 미국과의 관계의 변화라는 측면에서 살펴보고자 하였다. 본 논문에서는 유럽연합의 대북정책이 지니는 함의와 주요 쟁점을 분석하고, 향후 유럽연합-북한관계를 조망하기 위하여 다섯 가지 측면에서 접근해 보고자 하였다. 다섯 가지 문제의식을 중심으로 본 논문은 우선 유럽연합의 대북정책과 향후 EU-북한관계를 분석하기 위하여 자유주의적 정부간관계론과 사회구성주의를 중심으로 이론적인 논의를 시도하였다. 또한 유럽연합의 대북정책의 변화와 연속성을 대북정책 변화의 분수령이 되는 북핵문제 발발 전후의 시기로 나누어 살펴보고, 이를 통해 향후 EU-북한관계의 전개방향을 제시하고자 하였다. 그 결과 본 논문은 EU의 공동의 외교안보정책의 틀에서 이루어지는 대북정책의 한계를 극복하려는 EU의 입장과 미국과의 공조에 따른 EU의 한반도에서의 보완자로서의 역할에 대한 방향전환 사이의 긴장관계가 유럽연합의 대북정책의 방향을 전환하게 하는 원인을 제공함과 동시에 유럽연합의 대북정책의 전개방향을 가늠할 수 있는 단초가 된다는 점을 강조하고자 하였다.
Abstract
This article aims to examine EU`s North Korea Policy and its future perspectives. After North Korea's nuclear crisis in October of 2002, EU`s North Korea policy took a turn. This article plans to take a look at the background of the policy under the tense relationship with the North Korea policy in EU`s Common Foreign and Security Policy and the relationship with the United States. In order to look into the EU-DPRK relation five aspects were considered. Under these five aspects, this article attempts to first, provide a theoretical frame on explaining the mechanism of EU and North Korea relationships, second, explain the basic of EU's North Korea policy, third also explain the changes in the policy after the 2002 nuclear crisis and lastly prospect future relations. As a result, a few directions will be pointed out for the future. First of all, the North Korea policy faces a new aspect according to the changes within the EU due to the Common Foreign and Security Policy. Second, EU will strengthen the relation with the US. Also EU will emphasize the role of a complementer on the Korean Peninsula. Lastly, the evaluation of the effectiveness of EU's policy on connecting North Korea's nuclear and human rights issues toward a peaceful settlement is a must.
