중남미의 반부패와 인권 현황에 대한 연성권력 측면의 비교분석

본 연구는 21세기 국제사회에서 부상하고 있는 중남미 국가를 연성권력 측면에서 살펴보면서 향후 국제질서를 전망하고자 한다. 이를 다룸에 있어 우선 경성권력을 기준으로 한 중남미 국가의 위상을 언급하고, 이어서 국제적 반부패 및 인권 측면에서 중남미 국가의 위상을 경험적으로 고찰하면서 연성권력 차원에서 중남미 국가의 영향력을 검토하는 것이다. 과연 중남미 지역에서 연성권력 측면의 강국은 어디이며, 경성권력 측면의 강국은 어디인가? 이를 고찰하면서 지역 내 혹은 국제사회 내 리더십을 언급하고, 향후 국제사회의 지도국가(군)가 되기 위한 중남미의 과제를 제시하는 것이 이 연구의 궁극적인 목적이 되는 것이다. 경성권력 및 연성권력 양 측면을 고려할 경우 중남미에는 세계 지도국이 될 만한 수준에 이른 국가가 존재하지 않는다. 국가 규모와 국제사회에 대한 영향력에 비해 브라질의 반부패 상황은 미흡하며, 여타 국가들은 경성권력 측면에서 강대국으로서 성장하기에는 한계가 있다. BRICs의 성장과 함께 브라질의 향후 행보가 주목되는 것도 그 잠재력 때문이다. 지역차원에서 중남미 국가들이 국제사회에서 영향력을 행사하기 위해서는 경제력과 군사력에 기초한 경성권력의 강화도 요구되지만 우선 투명하고 민주화된 사회의 달성이 더욱 요구되는 것이다. 지도력은 우월한 제도와 문화를 밑바탕으로 하는 인류보편적 가치 추구와 이를 뒷받침하는 시민사회의 발전에 근거하는 것이며, 중남미 지도력의 부활은 향후 이를 통해 가능할 것이다.
Abstract
This study attempts to explain the future international society by examining Latin American countries’ leadership in terms of soft power. At first, it deals with their international status on the basis of hard power, and then investigates the international prestige of Latin American countries on the basis of soft power focusing on the cases of international anti-corruption and human rights. Thus, it is an ultimate purpose to propose the tasks to be Latin America or Latin American countries as world hegemonic leaders. Brazil, one of BRICs, is a fast growing and globalizing power country in the world. However, it doesn’t have soft power enough to be a world leading country. On the other hand, Chile and Uruguay don’t have hard power enough to be world power countries. All of them need to improve both hard power and soft power for true world leaders in the future.
