Abstract

This paper evaluates the possibility that Brazil can grow from a middle power to a great power. It analyzes the circumstances in which the transition occurs in the theory of power transition, evaluates whether Brazil has the national power to strengthen its position from a middle power to a great power in the process, and analyzes the strategy that the international community is approaching. The national power of a great power can be divided into four categories: material power, non-material power, general or universal understanding, and recognition from other countries. The discussion began with the premise that Brazil’s material power has the appearance of a great power based on population, economic productivity of the population, and efficiency of the political system. Therefore, the subject of the analysis is non-material power and recognition from other countries. It was not properly recognized as a regional hegemon, and international development cooperation for Latin American integration was limited to some regions. In addition, as a leader in the Global South, its political power was somewhat diluted in the dynamics of BRICS. Finally, it was found to be playing a leading role in responding to the environment and climate change. In conclusion, Brazil is taking the position of a middle power with limited revisionism in the reorganization of the international order by emphasizing the role of the Global South and pursuing an active non-aligned diplomatic strategy. In order to secure the status of a great power, Brazil must maintain policy consistency in the global agenda and play a leading role, even if its national interests are partially compromised.
