경제, 외교협력과 군사협력의 상관관계에 관한 연구 : 동북아 지역을 중심으로, 1950~2000

초록

본 논문의 연구목적은 동북아시아 지역에서 국가 간 경제협력, 외교 협력, 군사협력의 상관관계를 계량적으로 분석하는 데 있다. 본 연구 에서는 국제정치학에서 그간 수집, 활용되어 왔던 1950년부터 2000년 까지 동북아의 다양한 자료를 활용하여, 연구주제에 관한 국제정치학 의 이론적 논의, 대표적으로 영구평화론(평화의 삼각축), (신)기능주의 주장의 동북아에의 적실성을 다양한 계량분석 방법을 활용하여 검증하 였다. 본 연구의 분석결과 경제적 영역과 군사적 영역, 외교적 영역과 군사적 영역에서의 협력이 서로 영향을 미치는 것으로 나타나, 국가 간 다양한 영역에서의 협력의 상호의존성을 강조한 국제정치학 이론의 주장이 검증되었다. 구체적으로 지역 국가 간 경제적 상호의존, 외교 정책의 유사성, 군사대립·협력의 상호작용 간에는 일방향 인과관계라 기보다는, 영향을 주고받는 쌍방향 인과관계가 존재함이 본 연구의 결 과 드러난다. 동북아 지역 국가 간 경제협력은 군사협력을 확대하고, 군사협력은 다시 경제협력을 강화하는 상호의존적 인과관계를 본 연 구는 보여준다. 마찬가지로, 지역의 외교협력은 군사협력을 유인하고, 군사협력은 다시 외교협력을 강화하는 경향을 본 연구는 증거한다. 분 석결과에 기초하여, 본 연구는 동북아시아에 현존하는 국가 간 갈등의 다양한 현안, 예를 들어 지역의 군사적 긴장·갈등을 해결하기 위하 여, 지역 국가 간 경제협력의 확대, 외교협력의 확대를 위한 정책적 노 력이 필요함을 강조한다.

Abstract

This study examines the relationships among economic, diplomatic and military cooperation in Northeast Asia. Using diverse data on the cooperation among regional states for the period of 1950-2000, this study empirically examines international relations (IR) theories such as perpetual peace theory and (neo)functionalism and finds that economic·military cooperation and diplomatic·military cooperation reinforce each other, which attests to the applicability of such IR theories to Northeast Asia. Based on these findings, the study posits that more thorough discussions and efforts are needed among IR scholars and policymakers regarding cooperation in Northeast Asia and that policies for closer cooperation and coordination among regional states should be more actively pursued, ranging from economic to diplomatic questions, to strengthen peace and stability in the region.
