프랑스 드골 대통령의 자주외교 연구

본 논문은 1959년부터 1969년까지 약 10년 간 프랑스 제5공화국의 대통령이었던 샤를 드골(1890-1970)의 외교정책을 분석하고자 한다. 드골의 외교노선은 흔히 자주외교, 독립의 상징 혹은 전형으로 인식된다. 본 논문은 드골의 외교노선이 비교적 일관되게 추진한 장기적이고 거시적인 전략적 틀의 내용과 세부 정책 간 내부구조를 분석하고, 드골 외교의 성과를 특히 프랑스의 자주성, 주권성 향상이라는 측면에서 살펴보고자 한다. 보다 구체적으로 1950년대와 1960년대 세계국제정치체제, 유럽국제정치체제에 대한 분석을 바탕으로 드골 외교의 비전, 대미외교, 유럽지역외교, 군사전략, 지구적 차원의 외교로 나누어 분석하고 이를 포괄하는 일관된 틀 을 찾아볼 것이다. 본 논문은 드골의 자주외교의 구성요인이 1) 독립운동과 국가건설이라는 사명을 수행해온 드골 개인의 투철한 국가관과 애국심, 국가이익과 독립에 대한 의지를 구성내용으로 한 소위 골리즘의 이념과 비전; 2) 지구적, 지역적 국제체제의 변화를 예민하게 감지하고, 선구적 전략으로 변화를 선점하는 외교전략; 3) 핵무기 개발에 성공함으로써 대담한 외교전략을 뒷받침했던 군사전략이었다고 보고, 이러한 요인들을 결합함으로써 자주외교의 성공을 거둘 수 있었다고 본다. 드골의 자주외교 분석은 비단 프랑스의 외교정책론이라는 관점에서만 유용한 것은 아니라 지역 강국, 세계 중진국으로서 한 국가가 추진할 수 있는 외교정책의 목표와 정책수단을 잘 보여 주는 사례이다. 드골의 자주외교를 하나의 선례로 삼아 생각해 볼 때, 과연 자주외교가 21세기 초 한국의 중진국 외교에 줄 수 있는 함의가 무엇인가를 함께 생각해 보고자 한다.
Abstract
This article examines Charle De Gaulle’s foreign policy which represents French policy line of “independence.” De Gaulle’s foreign policy has often been regarded as the symbol of independent and self-reliant foreign policy with a long-term vision and macro-frameworks. This article analyzes De Gaulle’s individual policies within a broader strategic view, evaluating the results of his efforts. International political system and European regional order in the 1950s and 1960s will illuminate the policy environments of Gaullist policy visions, and his policy toward the US, Europe in the issue areas of military, economic, and politics ones. This articles explores the components of his policy such as his own individual belief systems and ideation, policy vision which responded to the change of international politics with appropriate policy means, and the development of nuclear weapons. By combining these elements, De Gaulle’s independent foreign policy could produce some results, and succeeded in establishing France as a most formidable middle power in world politics. This article also tries give some light to South Korea’s foreign policy with its own value orientation toward self-reliance.
