동아시아 지역주의의 성과는 유럽 지역과 비교하여 그렇게 성공적이었다고 할 수 없다. 이는 동아시아 중심국가 중의 하나인 일본이 오랜 기간 동아시아의 독자적인 지역주의에 대해서 소극적인 태도를 취한 것과 관계가 있다. 본 논문에서는 동아시아 지역주의의 특징과 발전에 대해 살펴보고 이러한 이해를 바탕으로 일본의 지역주의 전략의 특징과 변화에 대해서 분석을 하고자 하였다. 동아시아 지역주의는 한중일 3국보다는 ASEAN 국가의 주도 하에 진행되어왔으며, 또한 공식적인 지역협력기구 또는 개별 국가의 주도적 역할 하에 진행되었다기보다는 시장 주도로 지역주의가 진행되었다. 일본은 1985년 이후 ‘열린 지역주의’를 표방하고 있으며 1997년 말 동아시아 금융위기 이후 동아시아 지역의 독자적인 지역주의의 필요성을 인정하게 되었으며, 지역협력기구로서 ASEAN+3를 중시하였다. 그러나 최근 일본은 동아시아의 개념을 확대하여 동아시아 협력의 단위로서 ASEAN+6의 중요성을 강조하고 있다. 일본의 지역주의 전략은 미국의 입장에 대한 고려, 중국에 대한 견제, 국내적 상황에 대한 고려라고 하는 3가지 변수에 의해 결정지어진다고 보여 진다. 동아시아 지역주의의 진전을 위해서는 한중일 3국간의 협력을 강화할 필요성이 있다. 한국으로서도 현재 교섭이 단절되어 있는 한일 FTA 교섭을 추진할 필요성이 있다.
Abstract
East Asian Regionalism and Changes ofJapanese Strategy on RegionalismPark, Seong-Bin(Ajou University)The accomplishments of regionalism in East Asia haven't been much successful compare to that of European regionalism. It has to do with the passive attitude of Japan, one of the central countries in East Asia, toward the independent regionalism in East Asia. In this thesis, I intend to analyze the characteristics and the changes of Japanese strategy on regionalism based on the study of the characteristics and the development of East Asian Regionalism. East Asian regionalism has been led by the member countries of ASEAN, not by the three North East countries Korea, China, and Japan and made progress with the initiative of the market, not with the lead of an official regional cooperative institution nor of a single country. Since 1985, Japan has professed "open regionalism" but after the East Asian Financial Crisis in 1997, Japan admitted the necessity of independent regionalism in East Asia and attached great importance to ASEAN+3 as the regional cooperative organization. Recently, however, with an enlarged concept of East Asia, Japan puts emphasis on ASEAN+6 as the regional cooperative unit in East Asia. Japanese strategies on regionalism seem to be determined by the following three factors- consideration on US standpoint, restraint of China, and account on national situation. For the advancement of East Asian regionalism, the cooperation among Korea, China, and Japan needs to be strengthened. It is essential for Korea to further the negotiation with Japan about bilateral FTA, which is severed at present.
