동아시아 지역주의의 ‘약한’ 제도화 요인 분석 - 한중일 3국협력을 중심으로－

초록

1990년대부터 부상한 동아시아 공동체 논의는 아세안+3가 주요한 무대가 되었고, 한중일 3국 정상회의는 이러한 동아시아 공동체 논의의 주요한 조력 체제로서 등장하였다. 한중일 3국 정상회의의 발전과 제도화 과정이 아세안+3, 동아시아 공동체 담론에기반하여 왔다는 점에서 한중일 3국 정상회의는 동아시아 지역주의의 발전을 위한 지역주의적 소다자주의(regional minilateralism)로이해할 수 있다. 그러나, 한중일 3국정상회의는 정례화를 목표로2008년 첫 공식회의가 개최된 이후 두 번의 긴 공백을 거치면서제도에 부합하는 실질적 협력의 발전을 이루는 데 한계를 노정하고 있다. 본 논문은 동아시아 지역주의가 지난 20년간 아시아태평양경제협력체(APEC), 아시아지역안보포럼(ARF), ASEAN+3(APT), 동아시아정상회의(EAS), 한중일 정상회의와 한중일 정상회의사무국(TCS) 등 다양한 다자체제의 등장으로 제도화의 양적 발전이 이뤄져 왔음에도 불구하고, 여전히 역사균열, 안보균열, 협력의 제약 등으로인해 지역제도의 질적 발전에 한계를 노정해 왔음에 주목한다. 동아시아 지역주의 제도화의 양적 발전과 질적 한계라는 측면에서지역주의적 소다자주의라고 할 수 있는 한중일 정상회의와 한중일 협력사무국을 중심으로 제도화의 발전과정과 실질적인 질적협력의 한계를 분석한다. 본 논문은 동아시아 지역주의가 다양한제도의 양적 발전에도 불구하고 질적 발전이 지체되고 있는 것은역내 국가들의 지역에 대한 인식과 지정학 전략의 변화를 주요원인으로 분석한다. 특히, 중국의 부상과 이에 따른 지역질서의변화에 따라 중국과 일본이 상호 위협인식에 근거한 배타적 지역인식과 지역전략을 추구하고 있음을 강조한다. 중일 양국의 지역구상과 전략이 변화하면서 동아시아에서 통합적 질서보다는 균열적, 경쟁적 질서가 부상하고 있다는 점에서 동아시아 지역주의 위기의 현실과 정책적 시사점을 제시한다.

Abstract

This paper analyzes the development and limitations of East Asian regionalism at a time when regionalism in the West is facing a crisis. Is the problem of East Asian weak regionalism still due to the vulnerability of the institution? Is not the main reason for the East Asian weak regionalism East Asian countries’ perceptions and strategies toward the region, East Asia? This paper notes that the factor for East Asian weak regionalism is the changing regional perception and strategy of individual countries according to the change of regional order. In particular, China and Japan are having more threat perceptions each other and designing the new geopolitical strategy which is mutually exclusive. This paper analyzes the contradictions of the development of East Asian regional institutions and fragmentations in regional strategies of individual countries. Firstly this paper shows the process of institutional development of East Asia regionalism focusing on the Korea-China-Japan summit and Trilateral Cooperation Secretariat (TCS), which can be called the minilateral institution to promote regionalism in East Asia. Despite the development of the regional multilateralism institution, changing regional order due to the China’s rising leads to the emergence of a fractious competitive order in East Asia rather than an integrated order. In conclusion, for the development of East Asian regionalism the trilateral cooperation between Korea, China and Japan is getting more important as the main vehicle for overcoming the cleavages of regional perception and geopolitical strategy in the region.
