본 논문은 2009년 일본의 중의원 선거 결과와 2010년의 참의원 선거 결과를 대안정당으로서 일본민주당의 부상과 집권, 그리고 정책수행의 현실적 딜레마를 통해 분석하고 있다. 이는 그간의 일본 정당정치 연구가 가지는 자민당 중심적 접근법의 한계를 벗어나려는 시도이자, 정책대립과 이념적 정체성에 기초한 안정적 양당제의 구축가능성을 탐색하려는 목적을 가진다. 본 논문은 일본민주당이 제1의 야당세력으로 성장하게 된 과정과 새로운 정책대립축의 형성을 통해 집권에 이르기까지의 역사적 궤적을 분석하고 있다. 또한 집권 1년이 채 안된 시점에서 치러진 2010년 참의원 선거에서 일본민주당이 패배한 이유를 국정운영과 정책수행의 측면에서 일본민주당이 직면한 딜레마와 한계를 통해 규명하고 있다. 일본민주당의 복지강화노선은 자민당의 신자유주의 정책노선에 대한 대립축을 의미하는 것이었다. 그러나 일본민주당의 복지강화노선은 복지재원의 불충분이라는 액면적인 문제 이외에도 당내 파벌 역학과 정치적 리더십의 측면에서 한계를 안고 있다. 이는 집권초기 일본민주당의 정체성과 실제 정책수행 간의 딜레마를 반영함과 동시에 안정적 양당제를 주도할 정치세력으로서 일본민주당의 한계를 보여준다. 본 논문은 새로운 복지 패러다임의 등장을 둘러싸고 현재 일본의 정당정치가 어느 때보다 유동적인 상황에 놓여 있음을 시사하고 있다.
Abstract
The purpose of this paper is to analyze the Japanese 2009 House of Representatives election and the 2010 Upper House election, by focusing on the rise of the DPJ as an alternative party to the LDP and the DPJ's dilemma in implementing policies and being in power. This paper attempts to overcome the existing LDP-centric perspectives, and to explore the possibility of a stable two-party system based on substantial differences in each party’s political platforms. The main goal of the DPJ was to create a policy axis, and to put an end to the LDP's neo-liberal policy, but in reality its welfare-strengthening policy was cut back because of the budgetary pressures as well as the intra-party struggle. It is clearly visible that DPJ's social policy is quite similar to the one of the LDP, and it means that the Japanese party competition is still fluid and unstable.
