한일관계와 역사마찰: 김영삼 정권의 대일 역사외교를 중심으로

1965년 한일국교정상화 이래 한일관계에서 역사마찰 문제가 양국의 심각한 외교 쟁점으로 등장하게 된 것은 민주화 이후 성립된 김영삼 정권 시기부터라고 할 수 있다. 역사마찰 문제가 외교쟁점으로 부상하게 된 것은 냉전체제의 종결에 따른 한일관계의전반적인 이완 현상과 한국의 국력신장과 민주화에 따른 강경한 대일 자세 그리고 일본국내에 있어서 역사인식 문제의 정치 쟁점화의 상호작용이라는 구조적인 요소에 의해설명할 수 있다. 역사 관련 쟁점이 부상할 때마다 한국의 대일 역사외교는 민족주의적대일정서에 의해 강력한 영향을 받을 수밖에 없게 되고 이런 상황에서 대일 정책의 선택지는 매우 좁아질 수밖에 없다. 특히 일본 측의 역사도발로 해석되는 현안이 부각되면한국의 정치권, 메스미디어, 국민 여론의 트라이앵글은 강경 일변도로 달려가기 일쑤이다. 이러한 분위기 속에서 정책 결정자가 심각하게 고려해야 할 것은 대일 외교에서의균형 잡힌 사고이다. 실용적인 관점에서 국익과 전략을 고려하면서 동기나 의도 보다는해당 외교 행위가 초래할 결과까지를 철저하게 계산에 넣는 신중한 행보가 무엇보다도요구된다. 이렇게 볼 때 한국 대통령의 리더십이야말로 한일관계의 존재방식을 결정하는데 있어서 결정적인 변수가 된다고 해도 과언이 아니다. 즉, 대통령 개인의 통치 스타일, 대일인식, 정책적 정향 등 개인적 요소가 대일 정책에 매우 큰 역할을 차지한다.
Abstract
It was not until Kim Young Sam regime that the historical perception issues arose tobe heated diplomatic controversies between South Korea and Japan. There are three mainfactors to the rise of history conflicts between the two: the weakening of solidarity betweenthe two nations’ relations due to the end of the Cold War system, the hardline policiesKorea imposed on Japan due to the growth of national power and democratization, andthe increasing exposure of the political agenda in Japanese domestic politics. Korea’sdiplomatic policies towards Japan are bound to be greatly influenced by nationalisticsentiments. Hence, the realm of choices can only be narrowed. For example, when an issuethat may be interpreted as a history provocation arises, the Korean government has no choicebut to take an uncompromising response. Accordingly, a balanced and prudential approachis crucial in international policies towards Japan. The necessary attitude in dealing withhistory-related policies is to consider the national interest and strategy in a pragmaticperspective rather than focusing on motives and intentions.
