한일관계에서 역사 문제와 안보의 연동 메커니즘: 투트랙 접근의 조건과 과제

초록

1951년 한일국교정상화를 위한 최초의 회합에서 드러난 ‘화해’에 대한 한일간의 인식차이는 1965년 한일 기본조약 체제에 내장되었다. 그 과정에서는 냉전체제에 은폐되어 온존된 식민지주의의 문제를 발견할 수 있다. 이 때문에 한일 양국이 냉전체제 순응 또는 생존을 위한 소극적 안보를 채택할 경우, 이는 미국과의 동맹관계 강화를 추구하게 하고, 이는 다시 한미일 안보 분업 체제로서의 동북아 냉전체제를 강화시켜, 식민지주의를 온존 은폐하게 된다. 한편, 한일 양국이 냉전체제 극복과 평화구축을 목표로 한 적극적 안보를 추구할 경우, 이는 양국에서 미국과의 동맹의 상대화를 추구하게 하여, 한일관계의 독자적 발전을 낳는다. 이것이 탈냉전기에 나타나고 있던 한일관계의 새로운 패턴이었으며, 이 패턴 하에서 양국은 역사문제의 해소를 시도하고 있었다. 이 역사적 경험에서 얻을 수 있는 교훈은 다음과 같다. 즉 한일관계를 보다 더 높은 수준의 화해로 나가게 하려면, 한일 양국이 ‘미국과의 동맹이 보장하는 안전’이라는 이익을 공유하는 데에서 역사 갈등을 관리하는 방식이 아니라 ‘다자적 안보공동체 구축을 통한 평화의 확대’를 위해 협력하는 데에서 역사 문제를 해소해 나가는 방식으로의 사고 전환이 필요하다.

Abstract

The perception gap about the ‘reconciliation’ was revealed in the first meeting of 1951 for the normalization between South Korea and Japan, and was structurally built in the Basic Treaty System of 1965. In the process of the normalization talk, the problem of retained colonialism, had been concealed in the cold-war system. Consequently, when South Korea and Japan adopted the passive security for their survival and adaptation in the cold war system, they deepened the alliance with the United States respectively, and then strengthened the Northeast Asian cold war system again. As a result of whole this process, the colonialism would be retained and concealed again. Meanwhile, when they adopted the active security for the bringing down and overcoming the cold-war system, they seeked the relativization of the alliance with the United States, and then they produced the autonomous realm of bilateral relations between South Korea and Japan. This process was the new pattern which appeared in the post-cold war era. Under this new pattern of South Korea-Japan relations, the two countries tried to settle the history issues. The historical lesson shows that if South Korea and Japan want to promote the reconciliation among them to higher level, the two countries should try to cooperate with each other to construct the multi-lateral security system for the peace building in the Northeast Asia, rather than to share security interest under bilateral security system composed of the two alliances with the United States.
