21세기 일본 외교전략의 변화: 보통국가의 변환과 다차원 외교의 대두

21세기 일본 외교는 중대한 기로에 있다. 2012년 취임한 아베 내각은 ‘적극적 평화주의’를 바탕으로 헌법 개정을 통한 ‘집단적 자위권’의 행사를 추구하는 한편, 외교안보정책의 포괄적 기본 지침인 국가안보전략의 채택과 그 제도적 기반으로서 ‘국가안전보장회의’를 발족시키는 등 매우 의욕적인 외교 행보를 보이고 있다. 2010년대 일본 외교정책의 변화는 목표와 지향 면에서 보통국가론의 확대 발전, 수단과 방법 면에서 다차원적 접근으로 요약될 수 있다. 과거의 보통국가론이 주로 목표와 방향 설정 차원에서 논의되었다면, 현재의 보통국가론은 수단과 방법을 구체화하고 있다는 면에서 차별적이다. 즉, 일본은 중국의 부상과 국내정치 변동이라는 국내외적 상황 속에서 미일동맹을 재편하고, 국내적으로는 외교안보 역량을 강화하는 제도적 정비를 시행하며, 중국의 부상에 대한 우려를 공유하고 있는 동아시아 국가들과의 전략적 협력을 강화하며, 보편적 가치에 입각한 지구적 차원의 협력을 추구하는 다차원적인 외교를 실행한다고 볼 수 있다.
Abstract
Japanese foreign policy in the 21st century is at a crossroad. The Abe government, inaugurated again in 2012, has strengthened its efforts to reinvigorate the normal state as demonstrated in its push for ‘active pacifism’ and the establishment of the ‘National Security Council.’ I argue that the concept of ‘multi-tiered’ diplomacy effectively captures the Japanese foreign policy posture since 2010. In the face of double challenges of the rise of China and changes in domestic politics, the Japanese government has diversified its foreign policy: reformulate the US-Japan alliance, strengthen domestic institutional capacity, expand strategic cooperation with neighboring countries, and implement normative diplomacy to seek multilateral cooperation.
