Abstract

Japan seems to concede the significance of nuclear energy in spite of the on-going nuclear disasters at Fukushima Daiichi, and it is very likely that Japan will start reoperation of stopped nuclear power plants and adhere to its original stance on nuclear fuel cycle policies. The nuclear disasters at Fukushima caused tremendous burden of physical cost, and it also brought a climate of deep mistrust and fear of nuclear energy to the majority of Japanese people. Nevertheless, the Japanese state did not choose “phase-out.” Why can’t Japan phase-out nuclear and what kind of energy policies will Japan take for its future? In order to find out rationales behind the answers to the above questions, this article suggests an unusual angle, analyzing domestic political economies of Japan and Fukushima when they decided to bring in nuclear during the period of rapid economic growth. This study will prove that interests of the center of the country are closely intertwined with interests of nuclear host communities, which implies that neither side can take the initiative independently for fundamental reform of Japan’s future energy policy.
