Abstract
This study examines how China’s ocean policy has evolved in relation to the Korea- Japan Joint Development Zone (JDZ). The discussion focuses, from the perspective of securing core interests, on the process leading to the conclusion of the Korea-Japan Continental Shelf Joint Development Agreement and on China’s diplomatic response strategies concerning the JDZ since the agreement took effect. For China, the JDZ is not merely a by-product of a Korea-Japan agreement; it operates as a political-legal variable that directly affects the defense of its maritime rights and the management of future dispute dynamics in the East China Sea. As this perception has come to the fore amid a complex phase where Korea-Japan cooperation and friction intersect, China’s ocean strategy has increasingly moved to expand its win-set-grounded in institutionalization, legalization, and tight state-enterprise linkages-in order to strengthen its bargaining power. However, China’s ocean strategy is likely to confront a range of constraints, including an intensifying U.S.-China great-power rivalry, sustained U.S. pressure, evolving multi-layered competitive dynamics in the East China Sea, and policy headwinds driven by domestic political interests. Accordingly, this study develops a typology of response scenarios China could pursue in the post-2028 timeframe and identifies the most realistic options, thereby illuminating the implications for the East China Sea’s maritime order and for trilateral relations among China, Japan, and South Korea.
