Abstract
This paper provides a critical examination of the literature about the Yoshida Doctrine, a major concept in analyses of Japan’s foreign policy during the Cold War. It focuses on three points related to the original condition of Japan’s relationship with the United States, a key component of that doctrine. First, the alliance that took shape and lasted throughout the Cold War was based not on the original security treaty concluded by Shigeru Yoshida, which allowed the United States to keep troops stationed in Japan, but rather on a later version of the treaty revised under Nobusuke Kishi, a traditional nationalist. Second, the “asymmetric” U.S.-Japan alliance established through Kishi’s revision was the inevitable result of an interpretation of the Japanese constitution that did not allow the exercise of the “right to collective self-defense.” However, that asymmetric alliance was not the result of any doctrine devised by Yoshida himself, but rather the “unintended consequence” of a series of deals that were made, both directly and indirectly, by political actors in four policy lines. That is to say, it was a structural product of practical domestic products in the 1950s. Third, the Yoshida Doctrine was a doctrine designed to maintain the status quo created by mainstream conservatives (namely, advocates of the “commercial state” policy line). By taking this “unintended consequence” of the 1950s political structure as a given, they hoped to fend off other conservatives who wanted to revise the constitution in order to make the alliance more “equal” while securing support from a populace that preferred neutrality out of a fear of entanglement.
