한중일 3국의 대 동남아시아 전략적 동반자관계외교 비교 연구: 동맹의 대체재인가, 아니면 보완재인가?

초록

지난 20년 동안 한중일 3국은 모두 ASEAN 및 동남아 각국과의 제휴 관계를 확대ㆍ심 화하기 위해 노력해왔다. 이를 위한 핵심적인 정책 수단 내지 대외전략은 다름 아닌 전략 적 동반자 관계였다. 본고는 튜시카와 체코브스카가 도출한 전략적 동반자 관계의 전형 적인 구성 요소들을 바로미터로 설정하여 한중일 3국의 전략적 동반자 관계 외교의 대략 적인 특징을 파악하는 것을 목적으로 한다. 이상의 분석을 통해 우리는 다음과 같은 공통 점과 차이점을 발견할 수 있었다. 공통점으로는 공동선언 및 협력 메커니즘의 일반적인 요소들의 존재, 정치 리더십의 강력한 관여 의지, 전략적 동반자 관계와 지역 구상의 결합, 경제와 안보의 기능주의적 접근, 대외적 이슈에 대한 관점 수렴의 부족 등을 관찰할 수 있었다. 주된 차이점은 안보협력과 지역 질서, 그리고 전략적 고려에 관한 것이었다. 중국은 전략적 동반자 관계가 군사동맹을 대체하는 새로운 형태의 안보적 제휴가 될 수 있을 것으로 기대했다. 일본은 이 관계를 동맹을 보완하는 안보적 제휴의 새로운 수단으 로 간주했다. 그리고 한국은 이를 중견국 사이의 연대를 형성하기 위한 매개체로 보았다. 동아시아 역내 국가 간 제휴의 일반적인 관행으로 정착하고 있는 전략적 동반자 관계는 앞으로 역내의 균형과 안정, 그리고 경제통합에 지대한 역할을 할 것으로 판단된다. 이에 대한 보다 많은 관심과 종합적인 연구가 필요한 시점이다.

Abstract

For the past 20 years, all three countries – Republic of Korea (ROK), China, and Japan have made efforts to expand and deepen their alignment with Association of Southeast Asian Nations (ASEAN) and Southeast Asian countries. A key policy tool or external strategy for this purpose was none other than a strategic partnership. This paper aims to grasp the broad characteristics of the strategic partnership diplomacy of the three countries by using the typical components of strategic partnerships as derived by Tsyushka and Czechowska as barometers. Through this analysis, we could uncover the following commonalities and differences: In common; we observed the existence of general elements of the joint declaration and cooperation mechanism, the strong willingness of the political leadership, the combination of strategic partnerships and regional initiatives, the functionalist approach towards economy and security, and the lack of convergence of perspectives on external issues. The major differences were in security cooperation, regional order, and strategic considerations. China expected the strategic partnership to be a new type of security alliance that would replace military alliances. Japan regarded this relationship as a new form of security alliance that would complement the existing alliance. Korea saw this as a medium to achieve solidarity between the middle powers. The strategic partnerships, which have been established as a general framework of the partnership between East Asian countries, are expected to play a major role in regional balance, stability, and economic integration in the future. It is therefore time to pay more attention to and carry out comprehensive research on this relatively recent phenomenon.
