최근 국제질서는 코로나19 팬데믹 이후 미·중 전략경쟁의 심화, 러시아-우크라이나 전쟁의 여파로 탈세계화의 기조와 신냉전적 질서가 뚜렷해지고 있다. 이러한 세계사적 변화는 탈냉전 이후 형성되었던 국가 간 정체성에 큰 변화를 가져왔으며, 전범국가인 독일과 일본의 재무장을 추동하는 요인이 되고 있다. 중국과 러시아, 북한이 전략적 협력을 강화하는 복합경쟁의 시대에 일본의 재무장은 동북아의 군비경쟁을 가속화하고 안보딜레마를 심화시키는 주요 동인(動因)이 될 것으로 전망된다. 한편 국제정치에서 우적(友敵) 개념의 변화는 국가 간 안보전략의 변화로 이어지며 역내 세력균형을 깨뜨리고 군사적 충돌 가능성을 높일 수 있다는 점에서 특별한 관심이 요구된다. 최근 미·중 전략경쟁이 심화하는 가운데 양안갈등과 북한의 군사위협이 고조되고 있는 전환기적 상황 속에서 미·일동맹은 새로운 정체성을 바탕으로 한층 강화되고 있으며, 일본의 재무장을 가속화하고 있다. 따라서 본 연구에서는 최근 국제질서의 변화 양상을 토대로 일본의 재무장 추진동향과 시사점을 고찰하였다. 이를 위해 美 동아시아 전략의 변화과정과 아베 내각 이후 일본의 안보정책 추진현황을 살펴보고 시사점과 함의를 분석하였다.
Abstract
The international order has witnessed notable changes following the intensification of the U.S.-China strategic competition after the COVID-19 pandemic and the emergence of a post-globalization and new Cold War-like order in the aftermath of the Russo-Ukraine war. These global shifts have significantly impacted the established identities of nations that emerged in the post-Cold War era and have become driving factors behind the re-armament of war-renouncing nations such as Germany and Japan. Japan’s re-armament, in the era of complex competition marked by strengthened strategic cooperation among China, Russia, and North Korea, is projected to accelerate the arms race in Northeast Asia and deepen security dilemmas. Additionally, the changing concept of allies in international politics, leading to alterations in national security strategies, requires particular attention as it can disrupt regional power balances and increase the potential for military conflicts. In the midst of recent intensifying strategic competition between the U.S. and China, the U.S.-Japan alliance is being further strengthened based on a new identity and accelerating Japan's rearmament in a transitional situation where cross-strait conflict and military threats from North Korea are escalating. Therefore, this study examines the trends and implications of Japan’s re-armament based on recent changes in the international order. It explores the evolving process of U.S. East Asian strategy and Japan’s security policy developments since the Abe cabinet, providing an analysis of the implications.
