Abstract

This study investigates how gubernatorial leadership, under conditions of decentralization, can strategically intensify central–local conflicts. Focusing on the Tokyo Metropolitan Government under Governor Yuriko Koike, the analysis shows that such conflict was not merely the product of policy divergence or fiscal asymmetry, but a political tool actively constructed and utilized for strategic gain. In her first term (2016–2020), Koike positioned herself as a reformist governor by confronting the LDP-linked metropolitan assembly and central government, using this confrontation to consolidate her political base. In her second term (2020–2024), faced with weakening support and stagnant policy outcomes, she recalibrated her approach—balancing conflict, competition, and tacit cooperation with the central government to maintain her leadership. The Tokyo case demonstrates how local autonomy, when combined with selective resource mobilization, can be strategically leveraged to build political capital. It further reveals a structural dilemma inherent in decentralization: enhanced gubernatorial power does not necessarily lead to improved policy performance, but can instead politicize intergovernmental conflict depending on the leader’s objectives. These findings call for renewed attention to the political costs of conflict and disconnection under advanced decentralization.
