중국의 해외자원 확보와 대외정책 변화

초록

국제관계에서 중국의 영향력이 커지는 것에 비례해 중국의 대외정책 변화 양상에 대한 분석의 중요성이 높아지고 있다. 그런데 중국 대외정책 ‘변화’에 대한 분석은 일반적으로 동원되는 중국외교정책론과는 구분된다. 왜냐하면 ‘변화’를 추동하는 요인을 분석해야하기 때문이다. 본고는 다양한 대외정책 영향요인들 중, 정책결정자들을 둘러싼 정치경제적 조건변화와 이해관계형성에 주목한다. 그리고 이러한 조건변화 중 중국의 에너지 자원 확보 필요성에 분석의 초점을 두면서, 에너지 자원이 중국 대외정책 변화에 주는 영향에 대해 분석한다. 최근 중국 대외정책변화 양상은 해양권익 확보와 대외정책범위 확장이라고 하는 두 가지 특징을 보여주고 있다. 이와 같은 변화양상의 이면에서 작동하는 변화추동 요인들 중 중요하게 고려해야할 요인이 에너지 자원 요인이다. 중국 공산당 지도부는 지속적 경제성장을 유지하고 폭증하는 국내 에너지 및 자원수요를 충족시켜야만 한다. 이러한 필요성으로 에너지 자원 산업을 발전시키면서 관련 이해집단의 영향력을 성장시켰다. 동시에 해외에너지 자원에 대한 진출을 가속화하면서 해외 에너지 자원과 해당 지역 및 국가에 대한 외교를 강화하게 되었다. 이러한 중국의 이해관계가 국제적 경쟁과 맞물리면서 중국의 외교정책의 변화를 발생시키고 있다. 따라서 본 논문은 에너지 자원 확보필요성과 이해구조가 중국 외교정책 변화를 어떻게 추동해오고 있는가를 분석한다.

Abstract

The most important issue in International Politics is how a rising China will affect international relations. Various theoretical approaches in International Relations, such as Realism, Liberalism, and Constructivism provide answers to this question. They examine the influence of a rising China from distinct t perspectives, with their theoretical views, concepts, and indicators, which include ‘intention,’ ‘power,’ ‘perception and misperception,’ ‘institution,’ etc. This paper argues that the examination of China's foreign policy should be based on a substantial indicator. In particular, using the state as the unit of analysis overly simplifies foreign policy analysis. Instead, the appropriate level of analysis is the actor’s behavioral level and processes of policy-making, a level of analysis that includes interest groups. The paper focuses on changes in conditions that affect decision-makers’ choices within the context of securing energy resources and their effects on China's foreign policy. Currently, the Communist Party of China must satisfy rising demand for energy resources to maintain economic growth, which has become a vital interest in Chinese foreign policy. This interest leads China's decision-makers to scramble for foreign energy resources. This inevitably clashes with other countries' interests, which creates competition and conflict over resources. Thus, thirst for energy resources is an important factor in China’s foreign policy.
