중국의 경제외교:경제적 고려를 넘어서

초록

경제외교가 중국외교의 새로운 초점으로 등장했다. 중국지도자들은 활발한 해외순방에서 경제협력을 중요한 의제로 설정하고, 또 경제협력을 카드로 활용하여 상대국가와의 관계를 증진시키려 시도한다. 중국이 이처럼 경제관계에 주력하는 이유와 관련하여 많은 연구들은 경제적 고려를 강조한다. 경제발전이라는 목표와 이 목표를 달성하는 데 필요한 자원과 에너지를 확보할 필요성이 중국으로 하여금 경제외교에 주력하도록 작용한다는 주장이다. 그러나 경제외교가 엄격하게 경제적 고려에서만 고안되고 시도되는 것은 아니다. 국제관계 분야의 연구들은 경제외교가 경제적 목표뿐 아니라 정치적 목표나 전략적 목표와 같은 보다 포괄적인 외교목표를 달성하는 수단으로 활용된다고 지적한다. 이러한 지적에 착안하여, 이 글은 중국 또한 경제외교를 통해 물질적 이익을 추구하는 것을 넘어 보다 포괄적인 외교적 목표를 추구할 가능성을 고찰하고 있다. 중국에서 경제외교가 제기된 과정, 경제외교의 목표와 수단, 그리고 경제외교의 영향에 대한 검토를 통해, 이 글은 중국이 증강되는 자국의 경제력을 외교적 목표를 실현하는 수단으로 활용하는 경제와 외교의 연계전략을 추구함을 제시한다. 중국은 경제외교를 통해 교역확대나 자원 확보와 같은 경제적 목표뿐 아니라 평화적 부상이라는 전략적 목표를 실현하려 추구한다. 특히 중국은 이 과정에서 상대국가와의 공통점을 찾아 이를 적극적으로 활용함으로써 소기의 목적을 달성하려 시도한다. 이처럼 국제적으로 영향력을 확대하기 위해 적극적으로 노력하면서도 동시에 협력을 강조한다는 점에서 경제외교는 중국의 “새로운 외교”의 중요한 구성부분이 된다.

Abstract

This article examines China's economic diplomacy, which has become an important component of China's foreign policy. Witnessing China's active foreign economic relations, analysts generally try to explain China's behavior by paying attention to economic motives -- including sustaining economic development and securing resources and energy needed for the development. Economic diplomacy, however, is not just a matter of business. Great powers often use foreign economic relations for broader foreign policy goals, such as changing the behavior of target states. By examining the evolution, motivations, and major means of China's economic diplomacy, this article suggests that China has pursued strategic goals as well as economic ones with well thought-out economic diplomacy. China has tried to improve bilateral political relations and extend its political influence by letting others enjoy the fruits of its robust economic development.
