Abstract
U.S. foreign policy in 2020 will be directed by the international system of ‘Pax Consortia’ that emphasizes the concert of major powers. This phenomenon reflects a relative decline in the U.S. hegemonic status, while anti-terror and anti-proliferation remain as the key tenet of U.S. security policy. The alliance policy is centered upon the concept of ‘comprehensive security’ so that 21st century types of security challenges may be effectively met. The United States will continue to cooperate as well as compete with China while reinforcing the omnidirectional mechanism to check against China that is most likely to threaten U.S. status as a global hegemon. In addition, the United States will try to strike a balance between alliance network and regionalist policy. If the North Korean nuclear problem remains unresolved by 2020, it will be approached within the broader context of the North Korean question. When a historic opportunity comes for Korean reunification, it is very likely to be maximized by the United States and its key ally, or South Korea.
