중국의 부상은 동아시아는 물론 글로벌 세력판도를 바꾸고 있다. 미래 국제질서를 전망하는 대부분의 연구에서 공통적으로 지적되는 것은 미국 패권의 상대적 약화와 중국의 부상이다. 미국은 중국의 부상이 향후 수년간 미국의 외교에 가장 중대한 도전요인이 될 것으로 보며, 미중관계가 미국의 가장 중요한 양자관계라고 인식하고 있다. 하지만 기본적으로 미국은 중국의 급격한 군사현대화 추세를 우려하고 있다. 미국은 중국이 접근차단(anti-access) 및 지역거부(area-denial)에 중점을 둔다고 평가하며, 장기적으로 아시아에서 미국의 영향력이 제약될 것을 우려한다. 중국의 부상이 현실로 다가오면서 한국의 입장에서 가장 주목할 부분은 한반도에 대한 중국의 장기적인 전략적 의도를 정확히 파악해 대비하는 것이다. 한국의 전략은 우리 주변의 네트워크를 다양하고 복합적으로 만드는 데 우선점을 둬야 한다. 중층적·복합적 네트워크 창출을 통해 한미동맹과 한중관계가 배타적이지 않다는 인식을 조성해야 한다.
Abstract
The rise of China changes security landscape in Northeast Asia. Most studies that predict future global order indicate in common that U.S. hegemony will weaken whereas China's influence will grow. Basically, the United States views U.S.-China relations as one of the most important bilateral relations, and China will pose major threat to U.S. hegemony in the future. Particularly, the United States is concerned with rapid military modernization of China. The rise of China also poses a serious challenge to South Korea as well. South Korea should be ready to cope with China’s rising influence, with a clear understanding of China’s long-term strategic intent over the Korean Peninsula. South Korea should focus on creating multiple, complex networks, that embrace both Korea-U.S. strategic alliance and Korea-China strategic partnership.
