위안화 국제화와 한국의 금융외교: 삼립불가능성과 전략적 선택

초록

본고는 기존의 국제금융통화질서에 가장 큰 도전이 되고 있는 중국 위안화 국제화와 이에 대한 한국금융외교의 정책방향을 논한다. 한국에 있어 위안화 국제화 문제는 단순히 무역과 투자의 안정성 확보와 관련한 환율정책에 국한되지 않는다. 위안화 국제화와 달러 대체가능성은 한국외교의 최대 함수인 미중관계를 근본적으로 변화시킬 수 있는 폭발력을 가지고 있기 때문이다. 이를 위해 본고는 금융외교전략(financial statecraft) 이론을 활용하여 위안화 국제화에 대응하는 한국금융외교의 정책선택지들을 분석하고자 한다. 본고는 각 국가가 처한 금융외교의 정책목표 사이의 양립불가능성을 논의한 Cohen(1993)의 연구를 기초로 삼고 강대국이 아닌 한국과 같은 신흥국/중견국의 금융외교전략을 이론화한 Armijo와 Katada(2014)의 연구를 활용하여 대위안화 한국금융외교의 정책선택지를 제시한다. 기실, 위안화 국제화에 대한 한국금융외교정책은 경제학자들을 중심으로 이미 적지 않게 제시되었다. 기존의 정책제안들은 ‘위안화 국제화의 활용’에 방점을 두며 경제적 비용과 편익에 치우쳐진 경향이 있었다. 하지만 금융외교의 정책목표가 경제성에만 국한되지 않고 통화정책 자율성(monetary policy autonomy) 확보, 글로벌거버넌스 외교 등도 포함한다고 볼 때 다차원적 분석이 요청된다. 따라서 본고의 분석은 금융외교전략 이론을 적용하여 기존에 제시된 정책제안들의 타당성을 정치/경제/외교측면에서 접근하는 방식으로 진행된다. 다시 말해, 본고는 특정정책의 우월성을 선택적으로 제시하지 않으며, 타당성에 대한 평가도 특정정책에 대한 타당도가 아니라 그 정책이 선택되었을 때 수반될 수 있는 정책 간의 상충점(trade-off)을 논한다. 이를 통해 본고는 위안화 국제화에 대한 체계적인 정책리스트를 제공하고자 한다.

Abstract

This paper examines Korea’s financial diplomacy regarding internationalization of the Yuan. The Yuan’s challenge to the Dollar system can fundamentally recast US-China relations, including security relations, and US leadership in global governance, which has powerful implications for South Korea. This paper identifies sets of policy choices for Korea regarding exchange rate stability, monetary policy autonomy, and capital market liberalization. In so doing, this paper draws on Cohen’s analysis of ‘the Unholy Trinity’ and the notion of “Financial Statecraft” articulated by Armijo and Katada to shed light on the policy tradeoffs when exchange rate stability, monetary policy autonomy, and capital market liberalization are simultaneously pursued. Combining this theoretical insight on tradeoffs with recent policy proposals regarding Korea’s response to the Yuan’s internationalization, this paper offers a systematic, applicable, context-sensitive policy list from which Korea can choose in formulating a strategic position vis-a-vis the Yuan’s internationalization.
