원화 국제화의 가능성에 관한 연구

본 연구는 원화 국제화의 필요성을 고찰하고 원화 국제화의 현황과 가능성을 정량적으로 분석한다. 그리고 중장기적으로 원화의 국제적 활용도 제고를 위한 정책적 시사점도 제안하고자 한다. 정부는 1980년대 후반부터 원화 국제화의 토대를 마련하였고 1997년 외환위기 이후에는 자본시장을 완전 개방하였으나 글로벌 금융위기 이후 외환시장 및 자본시장의 자유화 추진은 유보되었다. 그러나 최근 원화-위안화 직거래가 시작되면서 위안화 거래를 활성화하기 위해서는 동전의 양면처럼 원화의 국제적 활용도도 높여야한다는 문제를 인식하고 전면적인 외환제도 개혁방안을 발표하였다. 향후 원화 국제화를 위해서는 원화-위안화 직거래와 원화 무역결제의 활성화와 자본시장 특히 원화표시 국제채권시장의 육성과 금융개방도를 높이기 위한 외환규제 완화 등의 노력이 필요하다. 앞으로 일련의 정책들이 성과를 내기 위해서는 점진적 규제 완화와 원화 국제화에 대한 중장기적 계획을 수립하고 일관성 있게 추진해야 한다.
Abstract
This study examines the need for Korean won internationalization and analyzes quantitatively its current situation and possibilities. Also it attempts to propose the mid- to long-term policy implications for improving utilization of Korean won as an international currency. The Korean government laid foundation for won internationalization in the late 1980s and has opened fully capital market since the 1997 Asian financial crisis. However, global financial crisis reserved further deregulation of foreign exchange market and capital market. However, the recent movement such as won-yuan direct transaction and yuan financial hub policy raised again the awareness of the need of won internationalization. Therefore the long-term plan should be pursued consistently to achieve the performance of this set of policies for won internationalization.
