2020년 들어 촉발된 COVID-19 사태는 미국 트럼프 행정부의 중국 정책이 한층 공세성을 띠도록 만드는 촉매제가 되었다. 바이러스의 발원지로 의심받는 중국이 감염경로와 확진상황을 은폐하고 마스크와 방호복의 시장 독과점을 추구하고 미국 백신기술 절취를 시도하는 등, 중국의 “불공정한” 기존 행태가 그대로 지속되고 있다는 것이 미국 정부의 시각이다. 미국 정부는 COVID-19 사태와 <홍콩보안법> 등장을 계기로 중국에 대한 인권외교 공세를 강화하면서 자유민주 세력의 반중(反中) 연대를 촉구하고 나섰다. 중국의 민주화에 대한 기대를 접고 중국 공산당이 굴복할 때까지 압박하겠다는 트럼프 행정부의 ‘신냉전’ 기조는 미국의 차기대통령이 누가 되든 지속될 것이다. 미국·일본·호주·인도로 구성된 ‘쿼드(Quad·4각 협력체)’는 보다 많은 나라를 끌어들이면서 군사·정치·경제·문화에 걸친 포괄적인 협력 네트워크를 구축할 것이다. 지금처럼 한국이 중국과 북한에 끌려 다니면서 전략의 중심을 찾지 못한다면 더욱 큰 위기와 고난을 자초할 것이다.
Abstract
The COVID-19 pandemic has become a catalyst for the Trump administration to become even more aggressive in its China policy. The US government insists that China’s behavior is “unfair,” and it accuses Beijing of being the origin of the virus, covering up infection routes and confirmed cases, pursuing market monopolies in personal protective equipment, and attempting to steal US vaccine technology. The US has stepped up its human rights diplomatic offensive against China in the wake of the COVID-19 crisis and the Hong Kong Security Law, urging anti-China solidarity among liberal democratic countries. The Trump administration’s “new Cold War,” which has ended expectations of China’s democratization and pressures the Chinese Communist Party until it succumbs, will continue no matter who wins the November US presidential election. The Quad, composed of the U.S., Japan, Australia, and India, will build a comprehensive network of cooperation across military, political, economic, and cultural sectors while attracting more countries. If South Korea fails to develop its own strategy and continues to be manipulated by China and North Korea as it is now, it will invite greater crisis and hardship.
