2017년에 출범한 미국의 트럼프 행정부는 「국가안보전략」과 「국가방위전략」에 기반하여 인도⋅태평양 전략」과 관련 보고서를 잇달아 발표하여그 전략을 구체화 했다. 또한 트럼프 행정부는 QUAD와 QUAD Plus를 활성화하여 인도⋅태평양판 NATO를 만들 계획을 가지고 있다. 트럼프 행정부의 「인도⋅태평양 전략」과 QUAD 구상은 한국에게 몇 가지 시사점을 제공해 준다. 즉, 미중간의 경쟁이 아⋅태지역에서 인도⋅태평양으로 확장되고 있다는 점과, 안보적으로 중국과 미국이 인도⋅태평양에서 긴장과 갈등이 심화될 수 있다는 점, 그리고 인도가 지⋅전략적으로핵심국가로 부상하고 있다는 점이다. 특히 이 지역은 한국의 「신남방 정책」 과 연계되어 있어 국익을 고려한 현명한 대응전략이 요구되고 있다. 우선, 한국은 미국의 「인도⋅태평양 전략」에 협력하는 것이 한국의 당면과제인 북한의 비핵화와 주한미군 방위비 분담협상 등에서 한국에게 유리한 방향으로 이끌어 나가는데 도움이 될 것으로 본다. 그리고 우리는QUAD가 중국에 대항하는 다자안보동맹이 아닌 중국을 포함한 인도⋅태평양판 다자안보협력기구로 발전시키는 노력이 필요하다고 본다. 또한 한국으로서는 한미동맹을 중시하면서도 중국과 연대할 것은 연대하는 전략적유연성을 가질 필요가 있다.
Abstract
The U.S. Trump administrations, which was launched in 2017, has specified its strategy by releasing a series of reports on ‘the Indo-Pacific Strategy’ based on ‘the National Security Strategy’ and ‘the National Defense Strategy’. The Trump administration also plans to create an Indian-Pacific version of NATO by activating QUAD and QUAD Plus. The Trump administration’s ‘India-Pacific Strategy’ and the QUAD initiative provide some implications for Korea. In other words, competition between the U.S. and China is expanding from the Asia-Pacific region to India and the Pacific Ocean, and China and the U.S. can escalate tension and conflict in India and the Pacific Ocean, and India is emerging as a key country in terms of geography and strategy. In particular, the region is linked to Korea’s ‘New Southern Policy’, which calls for a smart counter-strategy in consideration of national interests. First of all, South Korea’s cooperation with the U.S.’s ‘Indo-Pacific Strategy’ is expected to help lead the ROK in a direction that is favorable to the ROK in the denuclearization of North Korea and negotiations for the share of defense expenses of the USFK. And we believe that it is necessary to develop the QUAD into a multilateral security cooperation organization for the Indo-Pacific including China, rather than a multilateral security alliance against China. It is also necessary for Korea to have strategic flexibility in solidarity with China while placing importance on the Korea-U.S. alliance.
