2018년 미·중 무역전쟁이 시작된 이후 미국의 중국에 대한 경제·외교·군사적 압박이 점차 강화되고 있다. 미국과 중국은 2020년 1월 15일 제1단계 합의(Phase I)에 성공함으로써 3년간 지속되었던 무역전쟁을 일단락 짓는 듯 보였으나 생각지도 않았던 코로나19의 확산과 중국의 홍콩보안법(香港国安法) 통과로 양국관계는 새로운 냉전의 단계로 진입하는 모양새를 보이고 있으며, 점차 갈등의 강도와 범위가 심화되는 형국이다. 그러나 중국은 미국의 지속적인 압박에 별다른 대응수단이 없고 또 시진핑의 정치적 정당성의 부족으로 미국에 대한 강도 높은 저항을 해야 하는 처지에 놓여있다. 결국 중국은 미국과의 타협보다는 자력갱생을 중심으로 내수 진작 및 자급자족 형태의 경제운용을 이어가고 있다. 그러나 이러한 형태의 버티기는 오래갈 수 없으며 일단 11월 미국대선 이후 중국의 대미정책은 변화할 가능성이 높다.
Abstract
Since the start of their trade war in 2018, US economic, diplomatic and military pressure on China has intensified. Although they successfully concluded a Phase 1 trade deal, the COVID-19 pandemic and China’s implementation of the Hong Kong security law have forced these two countries into a new Cold War. China, having no substantial retaliatory measures against the US, and coupled with Xi Jinping’s weak political legitimacy, has no effective leverage against the US. China’s only option has been a self-reliance policy, but this response is unsustainable over a long time. The US presidential election on November 3 could give China a chance to change its attitude toward the US.
