Abstract
This study examines the conflicting positions of Turkey and the European Union (EU) over Turkey’s accession to the EU. The accession negotiation has been in stalemate since it began in 2005, and negotiations were frozen in 2017 as President Erdogan of Turkey laid the foundation for an imperial presidency. Erdogan defines the EU’s strict attitude toward democratic standards as discrimination against Turkey and insists that his efforts to join the EU will continue. The authors explain Erdogan’s strategy by applying the diversionary theory of war: officially he pushes for Turkey’s accession to the EU, but he is actually seeking another goal. Erdogan is being a populist by stimulating the nationalism of the Turkish people and rallying supporters amid a severe economic crisis. This case study is an example of how democracy regresses as a result of authoritarian leadership even in a country where institutional democracy has been established.
