Abstract
This paper identifies significant changes in Turkey's foreign policy since the Erdogan's rule (2003-) as “reinforcing Eurasian orientation” and analyzed the factors that led to these changes at the global, regional and domestic levels. Entering the 2000s, the Turkish government felt the need to re-establish its foreign policy goals and objectives in a rapidly changing international environment, and came up with key objectives and actions for the rise of mid-sized countries and the use of multilateralism. At the same time, weight gained in building bilateral and multilateral cooperative relations with Eurasian nations, and Turkish Eurasianism served as an ideological basis for establishing the identity and direction of Turkish foreign policy. This change in Turkish foreign policy coincides with the weakening of the Liberal International Order (LIO) at the global level and the emergence of various ‘power centers’ on the Eurasian continent at the regional level. In summary, the change in Turkey's pro-Western, European-oriented Turkish foreign policy, to strengthen its orientation towards Eurasia, began with the weakening of the LIO globally, the rise of the multipolar ‘power centers’ in the Eurasian continent where Turkey is located, and especially of Russia. Domestically, factors such as the hard-lined Erdogan government, the rise of Turkish Eurasianism, new security, and search for economic cooperation partners have also strengthened the Eurasian orientation of Turkish foreign policy.
