Abstract
The relations of European Union and Turkey have centered on the reasons for Turkey’s different nature of history and culture from the Western Europe. These are the Turkey’s primary factors on the outcome of exclusion from the process of EU’s enlargement Therefore European identity have always been fundamental object for the Turkish elite since the establishment of Turkish Republic in 1923. Turkey has been considered important nations in terms of its geopolitical position during the cold war period as group of western alliance. On the after cold war EU had considered Turkey as trading partner given the large scale of domestic market which strategic thought accomplished customs union with Turkey. However such an EU’s deliberation met with Turkey’s opposition that the country intends to full-membership in Union since post-cold war era. After all the critical view of the Turkey‘s full membership have altered as a consequence of growing the geopolitical importance on the Turkey. As the same time Turkish political elites carried out the domestic reform about Kemalist heritage which was deep-rooted in the political system. Yet, it is not the results of changing the Turkish identity and EU’s strategic considerations rather that was institutional development, which caused by changing of preferences and mutual perception.
