Abstract
Decision-makers who make demand forecasts have a delay effect because they can not immediately accept the changed information if the demand fluctuates suddenly, which varies depending on the decision-maker’s experience. We expect that decision makers who have experienced smaller demand fluctuations would respond more slowly to radical demand shock than those who have not, because the heuristic that cognize small fluctuations as noise and respond slowly to actual demand shocks acts on the former. Therefore, in this study, we hypothesized that information delay effects would be greater when there is a small fluctuation in demand and when there is a sudden change in demand rather than when it is not. Experiments were conducted on a web page. Subjects participated in the experiment by dividing them into groups that had not experienced small fluctuations and small fluctuations, and experienced rapid demand of 300%. In the next demand forecast, we observed whether there is a difference in information delay effect. The first order delay pattern was observed in the Erlang distribution and the higher order delay pattern was observed in the groups experiencing small fluctuations after the rapid fluctuation of demand. This is due to the fact that a heuristic has been applied to a group experiencing small fluctuations, resulting in information delay effects. We call this heuristic as “Crying Wolf Bias”. This study is meaningful in that it shows that the information delay effect is different due to the action of heuristic caused by small fluctuation which is usually experienced in demand forecasting process.
