지속가능성이 세계적인 연구주제로 부각된 이래로, 환경, 에너지, 경제 등 다양한 분야에서 지속가능성을 높이려고 많은 노력을 기울여 왔는데, 이러한 노력은 교통 분야에서도 마찬가지였다. 이에 본 연구는 교통정책의 지속가능성을 평가하기 위한 방법으로 지속가능교통지표를 개발하고, 이의 활용방안을 제시하기 위하여 2008년 서울시 교통정책을 평가하는 사례연구를 수행하였다. 지속가능교통지표는 환경성, 사회성, 경제성을 속성으로 가지는 함수로 구축되었는데, 이 지표는 단일 정책의 지속가능성을 시계열적으로 평가하는 경우와 다수 정책의 지속가능성을 비교하는 횡단면적 평가에도 적용가능하다. 지속가능교통지표를 이용하여 2008년 서울시 교통정책의 지속가능성을 평가한 결과, 시계열적으로는 ‘자전거이용시설 확충 등 교통시설정비개선’ 정책이 지속가능성 개선정도가 가장 큰 것으로 나타났고, 횡단면적으로는 ‘시민고객이 이용하기 편리한 대중교통 체계 구축’ 정책이 지속가능성이 가장 높은 것으로 나타났다.
Abstract
Since the emergence of sustainable development as a worldwide topic, much efforts have been expended to enhance the sustainability in diverse fields such as environment, energy and economics. Following the current trend, the development toward the sustainable transportation system is being explored in the field of transportation as well. The objectives of this paper are to develop an index, that is, the sustainable transportation index, to provide the application method of sustainable transportation index using Seoul transportation policies. The sustainable transportation index consists of three attributes, environmental sustainability, sociality, and economical efficiency. They are used as subordinate variables to establish a function for the sustainable transportation index. The suggested index for sustainable transportation can be applied to not only the time series-based evaluation of a single policy, but also to the cross-sectional evaluation of multiple policies. The result of the time series-based analysis indicates that ‘Improvement of transportation facilities such as bicycle accommodation’ corresponds the most with the evolution toward the sustainable transportation system among the policies of Seoul. In other hand, the cross-sectional analysis provides that ‘Construction of convenient public transport system for citizen’ is the most sustainable compared to other four policies of Seoul.
