본 연구는 우리나라의 국가 비전인 저탄소 녹색성장의 주요한 요소인 교통부문에서 그 수준을 측정하고 정책방향의 지표로 삼기 위한 평가지표를 개발하는 것이 목적이다. 평가지표 개발을 위해서는 평가지표 구조의 올바른 설계가 중요한데, 본 연구에서는 3가지 개별 목표를 ① 저탄소·친환경성, ② 에너지효율성, ③ 경제활동성으로 설정하였다. 녹색성장 내의 두 가지 요소, 즉 환경보전 욕구와 경제성장 욕구 간의 평형을 이용해 녹색성장을 위한 교통체계 내의 단기평형의 개념을 설명하였고, 토지이용 및 교통체계의 질적 발전에 근거한 장기평형 개념도 제시하였다. 평가지표의 적용을 위해서 평가지표 간의 상대적 중요성을 결정하고, 각 상세목표를 반영할 수 있는 최적의 평가지표를 결정하기 위하여 교통관련 전문가들에 대한 설문조사를 실시하였다. 설문조사의 결과를 기반으로 AHP(Analytic Hierarchy Process)를 통해 각 개별 및 상세 목표의 AHP 내 가중치를 결정하였다. 사례 연구로 우리나라를 포함한 OECD 내의 10개 국가와 우리나라 대도시(특별․광역시)에 대하여 평가모형을 적용해 보았다. 평가모형의 적용은 본 연구에서 개발한 평가지표 중에서 자료의 구득이 공통적으로 가능한 평가항목을 선정하여 OECD 국가의 경우 14개, 국내 대도시의 경우 15개의 평가지표를 각각 적용하여 평가를 수행하였다. 교통부문 녹색성장 평가지표는 지수 산정을 통해 교통부문의 녹색성장의 수준을 국가별 또는 국내 도시별로 현황과 추이를 분석하는 데 활용될 수 있다.
Abstract
"Green Growth" has been a major national policy agenda in the transport sector since it was announced by the president in mid-2008. The concept of Green Growth is based on the balance between sustainability and development. This study aims at developing an index for measuring the level of Green Growth and evaluating the policy goals in the transport sector. In order to implement the indices to the policy, the relative importance between indices first has to be determined. To decide the best index, the Analytic Hierarchy Process (AHP) is then applied, which gives weighted values for the policy goals at the individual level with details. For the case study, ten OECD countries and seven Korean local areas are selected for the application of the evaluation model. The evaluation of ten OECD countries and Korea is carried out with 14 indices and the evaluation of local governments in Korea is carried out with 15 indices. Therefore, the case study is applied to evaluate the level of Green Growth in the transport sector regionally and internationally. It is proven that the indices could be applied to the transport sector to evaluate and analyze transport policies with regards to level of Green Growth nationally and regionally in the future. The data, which are necessary for calculation of the indices.
