지속가능한 교통체계를 구축하기 위해 교통 혼잡비용에 대한 중요성이 증가되고 있다. 이에 본연구는 수도권을 대상으로 지속가능한 교통을 평가할 수 있는 지표 중 교통혼잡비용에 영향을 미치는요소들에 대한 검토를 수행하였다. 교통 혼잡비용은 도로에서 발생하는 교통혼잡의 정도를 정량화 및객관화하여 경제학적 비용으로 환산한 수치로서, 지속적으로 증가하는 교통혼잡비용을 완화시키기 위한 정책대안을 수립하는 과정에 필수적인 자료로 사용된다. 본 연구에서는 교통혼잡비용과 도시의 구조적 특성이 상관관계가 있다는 가정하에 도시의 구조적 특성에 의해 분류된 압축도시와 확산도시의 특성을 파악하고 도시특성요소를 선별하여 지속가능성 있는 교통시스템 구축을 위해 교통혼잡비용을 저감할 수 있는 지표들에 대한 판별과 영향력에 대해 분석하고자 하였다. 이를 위해 교통혼잡비용에 의한도시유형을 분류하고 각 특성을 비교하여 상관관계를 분석하고 교통혼잡비용 영향모형을 추정하였다. 분석결과 인당 자동차등록대수의 증가 및 산업체간의 접근성이 증가할수록 차량통행 발생이 증가하여교통혼잡비용 증가의 주요 원인으로 분석되었다. 향후 지속가능한 교통체계를 평가할 수 있는 추가적인평가지표에 대한 분석을 통해 본 연구와 더불어 교통계획의 정책실현을 위한 기초연구가 될 것으로 판단된다.
Abstract
The rapidly increasing growth of Seoul Metropolitan Areas has produced some negative impacts such as environmental pollution and traffic congestion among others. In this paper,we have developed transportation evaluation indices for sustainable transportation systems. Paradoxically, in order to find sustainable indices, we look for negative factors and then discourage such factors in the urban systems. In particular, we have tried to identify negative impacts in the framework of urban structures in terms of sprawl and compact aspects. We have identified some of characteristics of urban structures in Seoul Metropolitan Areas in respects of congestion phenomena. We have analyzed if and how much some factors such as car ownership, Gini Coefficient, and accessibility measures influence congestion phenomena. We have found a relationship between those factors and congestion in the framework of urban structures as evaluation indices.
