서울과 뉴욕의 도시폐기물 관리정책 비교 연구 :폐기물관련 갈등관리방안을 중심으로

대규모의 도시폐기물이 발생하는데 영향을 미치는 주된 요인들은 무엇일까? 이와 같은 문제에 대한 보다 객관적인 답을 찾기 위하여 본 연구는 서로 다른 국가의 대도시인 서울과 뉴욕의 도시폐기물관리정책을 비교하고 있다. 서울과 뉴욕은 각기 도시 특성 차이가 클 것으로 예상되지만, 도시폐기물관리에 있어서는 상호 도움이 될 수 있는 많은 경험을 공유하고 있다. 예컨대, 1894년 뉴욕의 Strong시장은 당시 심각하였던 뉴욕의 도시폐기물 문제를 해결하기 위하여 매우 혁신적인 재활용수거 방식을 채택한 바 있었는데 이는 ‘쓰레기를 버린 만큼 돈을 지불(pay as you throw)’하는 미국 PAYT제도의 원형을 시행한 것이었다. 뉴욕에서는 그 방식이 19세기말 이후 사라졌지만 약 100년 뒤 서울에서는 이른바 쓰레기종량제를 통하여 매립량을 줄이고 재활용량을 증대시키는 성과를 올리고 있다. 그런데 최근 뉴욕은 자체 매립지가 폐쇄되면서 촉발된 타 지역 매립지 사용료 인상에 대한 대응방안으로 자체적으로 매립량을 감축시키기 위한 다양한 정책을 개발하고 있는 과정에서 서울의 쓰레기종량제와 비슷한 PAYT제도에 대해서도 적극적으로 연구검토하고 있다. 이와 같은 맥락에서 본 연구는 서로 다른 문화와 발전 상황에 차이가 있는 각기 다른 나라의 대도시 폐기물관리정책을 상호 비교하기 위해서 첫째, 관련된 이론들의 학술적 논거를 근거로 비교분석의 틀을 제시하고, 둘째, 이에 기초하여 서울과 뉴욕에 대한 관련된 실증적 자료와 통계데이터 및 관계자 인터뷰를 통하여 각 도시들의 폐기물관리 특성을 비교함으로써, 셋째, 도시폐기물관리의 합리적 정책방안 및 관리과정 상에서 발생할 수 있는 다양한 갈등들을 해소할 주요 방안들을 제시하고 있다.
Abstract
are the main factors behind the generation of huge municipal solid wastes? To answer this question, this study compared the urban solid waste management policy in Seoul and New York. In 1894, New York City Mayor William L. Strong implemented an innovative recycling collection method. It seems to be an origin of USA’s “pay as you throw(PAYT)" system. 100 years later, New York’s forgotten innovation can be found being implemented in Seoul, Korea. In 1995, Seoul metropolitan government implemented the volume-based garbage collection fee(VGCF) system combined with free curb-side collection of segregated recyclable materials. In this context, the objective of this research is finding how to develop a generally acceptable urban solid waste management policy based on comparative study between Seoul and New York, including related various kind of experiences from conflict management around urban solid wastes.
